PROCARIBE+ is UNDP/GEF project -> must comply with UNDP SES requirements

This means PROCARIBE+ must apply UNDP principles, standards and procedures relating to social and environmental safeguards

Objective of UNDP SES is to ensure adverse social and environmental impacts and risks of project activities are identified and assessed early on, in order to appropriately avoid, mitigate, reduce or manage these risks prior/during implementation

Also aims to ensure full and effective participation of stakeholders in project decisions and implementation

It strengthens the social and environmental impact of the project throughout implementation

  • SESP Completed and GRM identified for most project-level sites!
  • Gender Integration into site project implementation:

Women's engagement reached up to 46% in MAR Fund socialization workshops (FUNDAECO - FUCSA)

Gender-disaggregated social characterization completed for coastal communities in Cuba

Gender-disaggregated participation data collected in all project meetings and workshops in Trinidad & Tobago (IMA)

90% of Training of Trainers participants are early-career professionals ensuring long-term sustainability (UNEP/CEP)

PROCARIBE+ Grievance Redress Mechanism

  • As required by UNDP SES, the PROCARIBE+ project has designed a Grievance Redress Mechanism (GRM).

  • A GRM is a mechanism that integrates a procedure to receive and facilitate the resolution of grievances (concerns, complaints, conflicts, or grievances) of project-affected parties related to the environmental and social performance of the project in a timely manner.

  • The PROCARIBE+ GRM will be hosted within the Project Management and Coordination Unit (PMCU). 

  • GRM is available on PROCARIBE+ website

Decision to establish a Project Board GRM Committee at PBM2 to deal with complaints of a complex nature

Composition: Project Board Chair, Co-Chair and Rapporteur, and relevant PROCARIBE+ National Focal Point(s) depending on the grievance submitted.

PROCARIBE+ GRM and co-executing partners

  • In addition to the PROCARIBE+ GRM, as site level activities will be implemented by co-executing partners -> will be required to provide stakeholders with a grievance/complaints mechanism or procedure to address grievances or complaints related to the implementation of those activities.

  • Grievances brought to the PROCARIBE+ GRM which relate to activities under the responsibility of a co-executing partner will first need to go through the partner’s grievance mechanism or procedure, unless the complainant has a valid reason not to use the “site-level” grievance/complaints mechanism or procedure set-up by the co-executing partner.

-> Reasons to address the complaint directly to the PROCARIBE+ GRM could be concerns for safety, fear of retaliation, complaints regarding the co-executing partner, etc.

  • In addition, the complainant may also use the PROCARIBE+ GRM if no satisfactory resolution of the grievance was found or achieved with the co-executing partner. In those cases, following clear documentation of the procedure followed, the PMCU will review and assess the eligibility of the complaint upon receipt.

How is the grievance submitted?

A Grievance can be transmitted to the GRM by any means available (i.e. by email, letter, phone call, meeting, SMS, webpage etc.), directly or via an intermediary.

Proposed Decisions

21. Recalls Decision rPBM2_D&R of the Second PROCARIBE+ Project Board Meeting and congratulates the Co-Executing Partners on the progress made to date with the implementation of social and environmental safeguards, as presented in document 2606 02-03 ENG - PROCARIBE+ PBM3 Item 13 - Compliance with Social and Environmental Safeguards.pptx, further:

    • Urges Co-Executing Partners that have not yet finalized the development of the Social and Environmental Safeguards instruments (as presented in slides 4 and 5 of document 2606 02-03 ENG - PROCARIBE+ PBM3 Item 13 - Compliance with Social and Environmental Safeguards.pptx to do so as soon as possible, noting that field activities should not start without being fully compliant with the UNDP SES policy.
    • Requests relevant participating countries to support Co-Executing Partners with the implementation of the safeguard instruments to ensure full compliance with the UNDP SES framework.

22. Takes note that the Project Grievance Redress Mechanism (GRM) is active and accessible via the PROCARIBE+ Project website; and urges Co-Executing Partners and participating countries to ensure information on the PROCARIBE+ GRM is widely disclosed, and promptly refer any grievances brought to their attention to the PMCU or the Project Board GRM Committee, as per appropriate GRM procedures, to ensure timely resolution.
