Current Consultations

  • Joint Local Health and Wellbeing Strategy : Sets out priorities to improve people's health and reduce health inequalities. Closes : Sunday 31 March 2024.
  • Draft Substance Use (drugs and alcohol) Strategy : Surveys are also available for young people aged 13-18 and are available in easy read format. Closes : 30 April 2024.
  • Home to School Travel Policy consultation : NYC has a statutory responsibility to provide travel assistance from home to school for eligible children. Closes : 12 April 2024
  • Let's Talk Food : Aim is to ensure everyone has nutritious, affordable food from sustainable sources. We want to know where you get your healthy food from and what household food gets thrown away. Closes : 1 April 2024

What is Active Travel?

  • Walking
  • Wheeling - wheelchair, mobility scooter
  • Cycling - bike, e-bike
  • Scooting - kids’ scooter (not e-scooter)
  • Horse Riding

Benefits of Active Travel?

  • Health
      • Reduced risk of coronary heart disease, cancer, obesity
      • Promotes mental well-being
      • Keeps the musco-skeletal system healthy
  • Convert many short trips to active travel saves the NHS £17bn over 20 years, with further savings later.
  • Reduced car travel, less pollution, CO2, noise etc
  • Increased social interaction, community

Walking >= 1/week

Cycling >= 1/week

Reasons for Levels of Active Travel

  • Walking – many parts of district not pedestrian-friendly.
  • Cycling – very little infrastructure.
  • Geography – hills put people off. E-bike alleviates this for cyclists.
  • Roads – volume of cars, car sizes/speeds.
  • Risk Perception – puts people off using a bike or even walking when infrastructure is lacking.
  • Disability Barriers – access prevented in some places. Steep access to CinderTrack puts off disabled.
  • Ageing Population – reduced perception of speed, increased risk.

Current Cycle Infrastructure

  • Whitby - 1 path for cycling (“Cinder Track”) with 1 (steep) entry point in urban area
      • Total distance : 2.5km.
      • No “plan” for active travel
  • Scarborough – many paths
      • Total distance : 17.0km with many connections.
      • Plan for active travel (2020) with funding (TownDeal)

Active Travel “Plan”

  • Local Cycling Walking Infrastructure Plan (LCWIP) prerequisite for NYC funding.
  • Whitby area LCWIP
      • Due to start soon – NYC funded.
      • Community engagement.
      • 9 months to provide document.
  • Find funding to implement the “plan”

LCWIP Process

  • Analyse local community demographics, geography, barriers, and the journeys taken.
  • Develop draft walking and cycling networks to meet the need and follow best practice
  • Engage with stakeholders over plans.
  • Provide final network maps for walking and cycling, with prioritised list of routes needed.

  • Healthier population : savings for the health service and happier population
  • Walk / cycle to school : increased child attentiveness in classes, better achievement
  • Reduced car usage & road collisions : reduced cost to the economy
  • Safety : people using active travel will be safer.

The Whitby Harbour Court Case

  • Objection first lodged to SBC Accounts 2015/16
  • Now 8 years unsigned annual accounts - ? NYC accounts 2023/24 ?
  • March 2022 - External Auditor Statutory Recommendation – SBC apply for a Court Ruling
  • December 2023 – SBC applied for Court Ruling
  • March 2024 – High Court Hearing – now awaiting Judge’s decision
