What these numbers don’t include

City of Ridgefield growth is not in these models

None of the seven traffic studies include City of Ridgefield developments in their in-process assumptions.

City of Ridgefield traffic uses NE Delfel Road and NE 10th Avenue to reach I-5 at the 179th interchange — the same segments already showing V/C ratios of 0.92 to 1.33.

The actual future conditions on these roads will be worse than any of these studies show.

Additional development compounds the problem

Each additional approval adds traffic to the in-process pipeline used in subsequent studies. With road segments and intersections already at or near the threshold, additional development will compound the capacity shortfall shown in the data.

The bottom line

Based on these traffic studies, with the developments approved to date and vested trips, road segments and intersections in the 179th corridor are already reaching capacity — assuming the planned infrastructure has been built.

The infrastructure isn’t built yet.

These projections do not include City of Ridgefield growth, which loads the same roads. And each new development approval adds to the in-process pipeline that pushes these numbers higher.

The pace of development has outrun the infrastructure to support it.

Any resident of Four Creeks Neighborhood Association may nominate themselves or another Four Creeks resident.

Eligible candidates may be nominated any time before the vote, including at the election meeting. Per the bylaws, Article 10, Section 3:

Nominations at the Election meeting shall be opened up to eligible candidates present.

Project Overview

Overview

Improve safety and mobility at the I-5 / NE 179th Street interchange by replacing existing signals with roundabouts, replacing the I-5 bridges and addressing fish passage barriers to enhance access for drivers, freight, and people.

Safety & Mobility

  • Roundabouts will reduce serious crashes and keep traffic moving smoothly through the interchange.
  • New shared-use paths and crossings make it safer and easier for people to walk, bike, or roll through the area.
  • Upgraded ramps, lighting and signs improve overall safety and travel flow for all users.

Growth

  • The 179th Street area is seeing rapid development, with new housing and businesses planned nearby. The existing interchange can’t handle current or future traffic from area growth.
  • The interchange improvements will support this growth by reducing congestion and improving access to I-5.
  • The project works in coordination with Clark County’s corridor upgrades and nearby developer projects to handle future traffic needs.

Roundabouts

  • Remove existing signals.
  • Build two-lane roundabouts at the northbound and southbound ramp terminals.

Bridges

  • Replace the two existing three-span bridges over 179th Street with two two-span bridges.
  • One span will cross 179th Street, the other will cross a new open channel (drainage path to improve fish passage and stormwater flow).

I-5

  • Raise I-5 by approximately 4–5 feet.
  • Reconstruct I-5 between the tie-in points.

Ramps

  • Lengthen the southbound off-ramp from I-5.
  • Modify ramps as needed.
  • Install metering on the on-ramps.

Bike & Pedestrian Improvements

  • Build two shared-use paths along 179th Street.
  • Add safe crossings of 179th Street and on- and off-ramps within the interchange.

Fish Passage

  • Replace the existing pipe under I-5 with a new open stream channel so fish can move freely.
  • The new stream will run north of 179th Street and pass under the new I-5 bridges and ramps.
  • WSDOT’s section connects with Clark County’s upstream project near Delfel Road.
  • The new channel will have a gentle slope to support fish passage and an 18-foot minimum opening under each structure.

Other

  • Build drainage systems to manage runoff.
  • Add new traffic technology, signs and street lighting.
  • Acquire property (right of way) as needed to support project improvements.

Why Roundabouts?

Roundabouts

  • Keep traffic moving continuously with fewer long backups.
  • Proven to reduce crashes and injuries (up to 75% fewer injury crashes).
  • Handle all users: freight, commuters, bikes and pedestrians, etc.
  • Trucks can navigate the roundabout by driving up and over the truck apron.
    • A truck apron is a raised section of concrete that acts as an extra lane for large vehicles.
    • The back wheels of the oversize vehicle can ride up on the truck apron so the truck can easily complete the turn.
  • Lower long-term maintenance and costs.

Event traffic

  • Roundabouts handle event traffic more efficiently than signalized intersections, reducing the need for manual traffic control.
  • Temporary manual traffic control (flaggers) will continue during major events when traffic volumes are highest.

Q&A - Four Creeks NA Board Questions

Q: Are there plans to put sound walls around the intersection of I-5 and 179th?

A: WSDOT will lead the design of the interchange and is most knowledgeable to answer this question.

Q: RTC modeling says there will be a 40 mph speed limit on 179th, but there are 13 roundabouts in a 3.5 mile stretch. What do you think is a realistic average speed through there?

A: Roundabout are designed to accommodate continuous flow of traffic at 20-25 mph. Once completed, the corridor may see 30-35 mph speeds between roundabouts and slower 20-25 mph speeds through roundabouts.

Q: It looks like the construction at 29th has stalled. Is there something happening that is causing it to stall? Generally, it feels like projects are taking a really long time with lanes closed for extended periods, and we're curious about why.

A: Our Contractor is responsible for managing the construction schedule. Occasionally, they will adjust work sequencing to adjust to a variety of circumstances (weather, material availability, subcontractor schedules, etc.). This means there will be times when the site is very active and other times less activity. Once the major bridge work begins this summer, there will likely be much more activity around the site.
