ARPA Proposal

We request that Alameda County allocate $1 Million to start an emergency family child care fund that supports the unique needs of family child care providers as business owners.

• The emergency fund would help sustain and protect family child care businesses due to unforeseen circumstances from COVID and help cover mortgage/rent, utilities, food for children cared by providers to help them stay open.
• This fund would be inclusive of all providers including those who do or don’t take subsidized children, undocumented providers who may have been excluded from other supports.

Family Child Care Providers Need Support

• Business is in our home
• Sudden decrease in enrollment
• Expenses went up; revenue went down - can’t pay ourselves, can barely cover expenses
• Lost staff
• “Essential staff” but not treated essential
• Took personal risks to support children and families
• Don’t have access to other income supports like SBA and PPP

Impact on Family Child Care Providers

In Alameda County:

• Child care small businesses are losing an estimated $18 million per month due to closures and under enrollment.
• Between January 2020 and January 2021, Alameda County lost 30% (415) Family Child Care Licenses.
• Family Child Care providers are essential workers, yet 59% of FCC providers in Alameda County reported earning less than $15 per hour.
