Choose Ohio First Scholarship

History and Scope

    • Originated in 2007, by then Speaker Jon Husted
    • Goals: Advance economic growth of each region in the state�in STEM-related fields and to support student success
    • Keep STEM talent in Ohio; meet needs of employers
    • Multi-year scholarships to obtain STEM certificates, and degrees
    • Offered at 63 institutions (Universities and Colleges)
    • $220 million committed to scholarships 2007-2027
      • $133 million during DeWine-Husted administration
      • 13,530 recipients
      • Support from General Assembly and Institutions is essential

Eligibility and Scholarships

  • Ohio residents
  • New to the STEM or STEM Education program
  • Meet institution’s requirements
    • Undergraduate, Graduate, for-credit Certificates
    • Emphasis on recruiting under-represented populations into STEM/STEM Education programs

  • Degree seekers – up to $8,300 per year
  • Certificate seekers – up to $1,500 per year

Short Term Certificate Grant Program

Investments that support the ability of the state of Ohio to retain and expand existing businesses, attract new investments and talent

  • Funding for need-based financial aid students who are enrolled in a state supported community college, technical college, or an Ohio Technical Center.
  • Awards will be issued directly to the institutions. Institutions will credit funds to the student’s account.
  • A certificate or industry-recognized credential is awarded in an

in-demand job as determined by a local and regional needs � assessment.

Short Term Certificate Grant Program

Funding was awarded to 2-year colleges and Ohio Technical Centers (OTCs).

  • Academic program/training must be completed in less than 1 year.
  • Award can be up to $2000 and up to 3 awards can be given to the same student.
  • Award letters were sent on June 16, 2022, to 21 Community Colleges and 39 Ohio Technical Centers.

Center For Training Excellence (CTX)

The Center for Training Excellence (CTX) is a designation given to Ohio Technical Centers (OTCs) offering customized and contract trainings as well as business consultation services to businesses seeking opportunities to enhance their employee talent and elevate the businesses within their region.

  • Training and Business Consultation Services that can be offered, these�may include:� • Customized Training� • Needs analysis (i.e., job profiling, assessments, etc.)� • Student pre-employment services� • Curriculum development� • Program infrastructure technology upgrades� • Job advancement strategies� • Other training and services (as defined) required to assist a� business/organization/entity in meeting the demands of their employees� and/or community

Center For Training Excellence (CTX)

CTX Funding is an appropriation from the Ohio Technical Center (OTC) Subsidy Formula, allotting $3M in each fiscal year for OTCs that provide customized training and business consultation services.

  • These funds are combined with matching local dollars and makes preference to industries listed on the in-demand jobs list which can be found at: Ohio’s Top Jobs List | Ohio's Top Jobs

  • Eligible institutions receive a base amount of funding of $50K as the minimum with opportunities to obtain additional funding based on training hours delivered.

  • Allows OTCs to operate as a training provider for businesses, schools, and organizations regionally and locally. �

Commercial Truck Driver Student Aid Program�

Promote and encourage job growth for Ohio’s commercial drivers through educational training in programs related to employment opportunities.

  • ODHE provided funds to 30 institutions/programs.
    • Goal is to train approximately 450 drivers over the next year.
  • Students receive an award to cover the training costs.
    • 50% grant
    • 50% forgivable loan if a student works in Ohio for one-year as a truck driver after completing the program
  • ODHE anticipates offering a second funding round before end of the year
    • Encouraged to spend funds before the new round

Regionally Aligned Priorities in Delivering Skills (RAPIDS)

The Ohio Department of Higher Education (ODHE) will make regionally strategic investments that foster a resilient workforce ecosystem. Equipment investments will develop and support workforce development initiatives at postsecondary institutions that focus on furthering the career aspirations of students and the economic growth of businesses in the region.

Broadband/5G

“Strengthening Ohio’s Broadband & 5G Workforce” �

This strategy underscores the significant public and private investments being made in broadband and 5G at the state and federal level, which in turn is expected to create tens of thousands of jobs in Ohio over the next decade.

  • Three strategic opportunities:
    • Increasing broadband industry career awareness by exposing middle school and high school students to the industry through curriculum and internships
    • Developing and supporting more education and training programs to educate and train Ohioans 
    • Capitalizing on state and federal funding programs, like TechCred and WIOA, to help finance the education and training that will bring to market the talent supply needed for the broadband and 5G industry in Ohio.

In January, ODHE awarded The Ohio State University (OSU) as the lead institution for the Broadband/5G Sector Partnership.

Individual Microcredential Assistance Program�(IMAP)

  • Who can Enroll?
    • To participate, you must be an Ohio resident who is low income, partially unemployed, or totally unemployed.

  • How to Enroll?
    • IMAP training providers offer both online and in-person programs. Ohioans are encouraged to choose the training program that best fits their needs whether it is conducted in-person within their community or online in a different region of the state.

TechCred

TechCred helps Ohioans learn new skills and helps employers build a stronger workforce with the skills needed in a technology-infused economy.

Beginning in FY23, another $25 million to support this program.

  • Key criteria:
    • Industry-driven
    • Up to $2000 awarded for each technology-focused credential
    • Up to $30,000 to the business each round
    • Training for approved credentials may start on or after the first day of the month immediately following the last application period.
    • Training must be completed in less than 12 months from the award date.

Round 15 results:

        • 348 applications
        • 3,855 credentials
        • $4,789,836 requested
