24/25 All Children are Ready for School
In the spring of 2024, the Teaching Strategies Gold Assessment will show the progress for all preschool students. This report will show individual growth and the percentage of students meeting or exceeding their benchmarks. This percentage will indicate that the goal of 80% of the transitioning preschoolers will have the skills needed to be successful in kindergarten.
2023-2024: 100% of 4 year old on target for literacy
2024-2025: 80-93% of transitioning preschoolers will have the skills needed to be successful in kindergarten. With an 80% in Math, and a 86% in Literacy

24/25 All racial and economic achievement gaps between students are closed
Goal: The gap between students receiving free/reduced lunch will be less than 15% in reading than Hill City all.
2023-2024: Elementary F&R outperformed counterpart, MS, 3% gap, HS No data
2024-2025: The gap for whole district taking the Reading MCA found to be at 23.8%. For students taking the Mn MCA Reading assessment.
*Goal has not been met. Those taking the Reading MCAs include grades 3, 4, 5, 6, 7, 8, and 10th.
24/25 All students are ready for college and career
GOAL:
100% of students in 9th grade will participate in the Ramp up to Readiness and Minnesota Career Information System (MCIS) program.
By the end of their 9th grade year, 100% of students will develop a Personal Learning Plan based on their individual interests, skills, and career goals, including attending one college or trade fair.
2023-2024: District no longer used Ramp up to Readiness
2024-2025: 100% of 9th graders have developed their initial Personal Learning Plan using MCIS and careers 9 course work.
Ramp up for Readiness has not been used.
100% of 9th graders have not had the opportunity to attend a college or career fair in that grade.

All students graduate from high school
Goal: 100% of our students will graduate.
2023-2024: 13 out of 14 students graduated (93%) - Spring 2025 report states 14 graduated at 87.5%
2024-2025: 87.5% of Students graduated in the spring of 2024.
The report for spring of 2025 has not been published yet.

All Students Prepared to be Lifelong Learners
By the end of the 2024-2025 school year, 85% of students in grades K-12 will read at or above grade level, as measured by FastBridge universal screening and progress monitoring data..
By the last screening of 2024-2025 school year the students in K-12 with only 76% of the student body completing the testing, 53% were low to no risk via fastbridge data.

CACR 2025-2026 GOALS (Multi-Year -2027)
All children are ready for school.
Goal:� By the end of the 2026–2027 school year, 90% of incoming kindergarten students will demonstrate age-appropriate skills in literacy, numeracy, social-emotional development, and motor skills as measured by the Teaching Strategies Gold Assessment. Students below benchmark will be invited to participate in targeted pre-K programs or summer readiness interventions.

Goal:� By Spring 2027, SPED and Free and Reduced populations will demonstrate equal growth on state and local assessments, with no subgroup scoring more than 5 percentage points below the district average in reading and math proficiency. Targeted support, tutoring, and CTE-integrated learning opportunities will be provided for students not meeting benchmarks.
All students are ready for career and college.
Goal: By June 2027, 100% of juniors and seniors will complete an individualized career and college readiness plan, aligned to one of three pathways: college, career/CTE, or workforce/military. Each student will complete at least one aligned readiness milestone such as ACT/SAT or state exam, a dual enrollment course, a CTE pathway certification, or a supervised work-based learning experience. Among students choosing the college pathway, at least 70% will meet or exceed college readiness benchmarks on entrance exams.
Specific: Ensures every student has a personalized pathway plan—college, career/CTE, or workforce—and completes a meaningful milestone (exam, certification, dual credit, or work-based learning).
Measurable:
Achievable: Small class sizes enable individualized advising, flexible scheduling, and close monitoring.Multiple pathway options ensure viability for all students.
Relevant: Addresses the reality of rural graduates pursuing college, trades, employment, agriculture, or military—not only college admissions exams.
Time-bound: By June 2027.

Goal:� By the end of the 2026–2027 school year, the district will achieve a 95% 2-year graduation rate from the MN state report card, with targeted supports such as credit recovery, early-warning monitoring, CTE programs, and personalized academic advising for at-risk students.
All students are prepared to be lifelong learners.
Goal:� By June 2027, 90% of graduates will enroll in postsecondary education, workforce training, or employment in their field of interest within 12 months of graduation, supported by CTE programs, career counseling, internships, Senior Exit Interviews, and post-graduation follow-up.
