So, what had happened was…

Q7 is a citizen initiated measure.

Should the Nevada Const. be amended to require voters to either present photo ID to verify their identity when voting in-person or provide certain personal information to verify their identity when voting by mail.

The measure first appeared before Nevadans in 2024.

Organized by a PAC called “Repair the Vote”

National trends

Claims of election fraud have exploded since 2020.

All assertions of fraud were/have been proven false by countless judges from across the political spectrum.

That hasn’t stopped state legislatures from suppressing the rights of voters.

Since 2020 we’ve seen countless efforts to undermine our election systems and sow seeds of mistrust and doubt.
Some of the wildest claims have been: dead people voting, undocumented ppl voting, or ballot harvesting.

Which ballot harvesting isn’t illegal of bad. Give example of ballot harvesting.

Some of the ways that state legislatures have been restricting voting access include:

Increased restrictive laws: Between 2021 and 2024, at least 30 states enacted 78 restrictive voting laws, with 63 of these laws set to be in effect in 29 states by the fall of 2024.
Focus on absentee voting: Limiting absentee voting has been a prevalent tactic used by states attempting to restrict voting access.
Stricter voter ID laws: Several states have enacted laws that add strict voter ID requirements, and at least 8 states have made substantial and restrictive changes to their voter ID requirements since 2020. The most recent states to do this include Ohio, Wisconsin*, Kansas and a good handful more.
Other restrictions:

These restrictive laws include measures like shortening early voting periods,
eliminating automatic and same-day voter registration,
and curbing the use of ballot drop boxes.

Voter purging: Some states have engaged in voter purging, which aims to remove outdated or ineligible voters from the rolls, but can also result in eligible voters being removed and disenfranchised.
Election interference laws: At least 15 states have passed 33 election interference laws, with 31 of these laws set to be in effect for a presidential election for the first time in 2024.

Intimidation & violence were tactics used to terrorize Black people post civil war.

The period of time is characterized by the lynching of Black folks, particularly Black men and Black boys.
These were considered public spectacles and had a carnival like vibe to them

Poll Taxes:

These required voters to pay a fee to register or vote, disproportionately impacting low-income individuals and African Americans.

Literacy Tests:

These tests were designed to disenfranchise those with limited education, often targeting African Americans with difficult or arbitrary questions.

"Good Character" Tests:

These subjective tests allowed election officials to deny registration based on their assessment of an individual's character.

Grandfather Clauses:

These clauses exempted individuals from voting requirements if their grandfathers were eligible to vote before 1866 or 1867, effectively excluding many African Americans whose ancestors were enslaved.

Whites-only Primary Elections:

The Democratic Party, dominant in the South, declared itself a private organization and excluded African Americans from primaries, where the real election outcomes were often decided.

Outright Fraud:

White election officials engaged in fraudulent practices to suppress the votes of African Americans.

More modern day tactics are exactly the same tactics of yesteryear. Just repackaged a little differently with a different name.

Modern Tactics (Post-VRA to Present):

Voter ID Laws:

Strict requirements for acceptable photo identification can make it difficult for some voters to cast a ballot.

Restrictions on Voter Registration:

Making it harder to register to vote can discourage potential voters, especially those in marginalized communities.

Limitations on Early and Absentee Voting:

Reducing the days or hours for early voting or imposing burdensome requirements for mail-in ballots can create barriers for voters.

Polling Place Closures and Relocations:

Closing or moving polling stations, particularly in minority neighborhoods, can increase travel distances and waiting times.

Voter Roll Purges:

Aggressive purging of voter rolls can lead to the removal of eligible voters due to issues like address discrepancies.

Voter Intimidation and Misinformation:

These tactics aim to discourage voters by creating a hostile environment or spreading false information about voting procedures.

Shelby County v. Holder (2013) and its Impact:

The Supreme Court's decision to weaken key protections of the Voting Rights Act (1965) in Shelby County v. Holder has been linked to a surge of anti-voter bills and practices.
This decision opened the door for stricter voter ID laws, limitations on voting access, and voter roll purges in many states.

According to the Brennan Center, “Voter suppression tactics have historically and continue to disproportionately affect racial and ethnic minorities, perpetuating systemic inequality and impacting election outcomes.”

Nevada has multiple layers of security to protect the integrity of it’s elections.

NV Sec of State is investigating about 300 cases of ‘voter fraud’ from the 2024 election.

Many of these cases are instances of double voting where someone has voted by mail and voted in person.
Nevada’s elections systems prevent a voter from casting two ballots as each voter is given a unique identifier and can only cast one ballot.
Of the 1.5 million ballots casts in 2024, these 300 alleged instances of fraud represent 0.0002% of the electorate.

Hardly enough to change the outcome of an election.

Regarding our voting machines:

Nevada uses stand-alone electronic touch-screen voting machines that are not connected to a network, the internet, or have wireless capabilities, reducing the risk of hacking.

Regarding our vote by mail option:

Mail-in ballots are tracked through the collection and counting process.
Secure drop boxes are used for mail-in ballots, which are locked and only accessible to authorized election officials.

When there are irregularities the SOS office has a dedicated investigative team to address election reports and potential issues.

The Election Integrity Task Force, comprised of federal, state, and local law enforcement, works to ensure the safety of voters and election workers.
