The origin of the income tax on individuals is generally cited as the passage of the 16th Amendment, passed by Congress on July 2, 1909, and ratified February 3, 1913; however, its history actually goes back even further. During the Civil War Congress passed the Revenue Act of 1861 which included a tax on personal incomes to help pay war expenses. The tax was repealed ten years later. However, in 1894 Congress enacted a flat rate Federal income tax, which was ruled unconstitutional the following year by the U.S. Supreme Court because it was a direct tax not apportioned according to the population of each state. The 16th amendment, ratified in 1913, removed this objection by allowing the Federal government to tax the income of individuals without regard to the population of each State. During the early nineteenth century, many citizens of the United States became convinced that many Americans were living in an immoral manner. These people feared that God would no longer bless the United States and that these ungodly and unscrupulous people posed a threat to America's political system. To survive, the American republic, these people believed, needed virtuous citizens.

Because of these concerns, many people became involved in reform movements during the early 1800s. One of the more prominent was the temperance movement. Temperance advocates encouraged their fellow Americans to reduce the amount of alcohol that they consumed. Ideally, Americans would forsake alcohol entirely, but most temperance advocates remained willing to settle for reduced consumption. The largest organization established to advocate temperance was the American Temperance Society. By the mid-1830s, more than 200,000 people belonged to this organization. The American Temperance Society published tracts and hired speakers to depict the negative effects of alcohol upon people.

An effort to recall California Gov. Gavin Newsom (D) was launched on June 10, 2020. Supporters of the recall have until March 17, 2021, to collect the 1,495,709 signatures needed to require a recall election. In total, five recall petitions against Newsom have failed to qualify for the ballot.

On November 6, 2020, Superior Court Judge James P. Arguelles extended the signature deadline for the recall from November 17, 2020, to March 17, 2021. Supporters of the recall argued that the signature deadline should be extended by 120 days because the COVID-19 pandemic inhibited their ability to circulate petitions.

Recall supporters criticize Newsom over his response to the coronavirus pandemic, tax increases, the high rate of homelessness, sanctuary city policies, suspension of the death penalty, rationing water use, as well as restricting parental rights.

In June 2020, Newsom issued a statement in response to the recall effort. Newsom said that the recall will cost state taxpayers $81 million dollars and is being led by supporters of President Donald Trump (R).

Newsom was elected as California's governor in 2018 with 61.9% of the vote. Prior to the 2018 election, Jerry Brown (D) served as governor from 2011 to 2019. Since 1911, there have been 55 attempts to recall a sitting California governor. The only recall campaign to succeed was in 2003 when former California Gov. Gray Davis (D) was recalled by voters. Arnold Schwarzenegger (R) was chosen as Gray's replacement.
