Consolidation FAQ

  • What is a consolidation?

A consolidation is an involuntary transfer for the reason that there are more permanent employees assigned to a site or program than the budget/allocation can support

  • What is the Difference Between Layoffs and Consolidations?

Layoffs (“Reductions in Force”) occur when SFUSD reduces its overall number of employees across the district. Layoffs are different from consolidations (also called “Reduction of Staff”) because consolidations happen at the site level. Consolidations occur when a school or site reduces its number of site employees. Being “consolidated” means that you are still an SFUSD employee and still have a job, but your assignment will likely be at another department or school.

  • When is the consolidation period?
    • There will be two consolidation periods:
      • Certificated & Non-SpEd Paraeducators (April 9 - April 25)
      • SpEd Paraeducators (April 30 - May 16)

  • Can teachers be consolidated two years in a row?Employees who were consolidated for the 2022-2023 & 2023-2024 school years cannot be consolidated for this school year, absent “the existence of special circumstances equivalent to school closure or elimination of program” (UESF Contract Section 15.4.4).

  • Do I have to post my vacancies?Human Resources supports in coordinating the posting of all known vacancies during consolidations period. We will continue to work with you to ensure all known vacancies are shared. Once new Special Education allocations are confirmed, Human Resources will share those positions.
  • I have a vacancy at my site, which employees do I have to talk to?During the consolidation period, you must set up an appointment with any consolidated employees who reaches out to you.

Due to lower enrollment, your school or department may decide to close two classrooms or positions. In this case, instead of 7 teachers, now you may only need 5 teachers; 2 teachers get consolidated.

Additionally, we may reduce the number of paraeducators we have because we have

fewer classrooms.

Internal Preference Period

  1. Notice of Consolidation delivered to impacted employee - April 11
  2. Consolidated teacher submit their site preferences April 14 - April 18
  3. Assignments made for impacted teachers - April 24 & 25

Notify Staff (April 9)

  1. Solicit volunteers in impacted credential/job classification area (Deadline: 12pm - April 11)
  2. If no volunteers, least senior teacher is consolidated
  3. Consolidation plan submitted by April 14 at 5pm

Admin identify reductions

  1. Finalize budgets
  2. Identify positions that need to be reduced along with credential area/job classification
  3. Request seniority roster to identify least senior staff if no volunteers

Tiebreaker Criteria

  1. If staff have the same seniority date the principal in collaboration with their building UBC will need to facilitate a tiebreaker process.
    1. A deck of index cards, numbered (based on the number of people with the same seniority date) will be shuffled and placed face down on a surface.
    2. The top card will be pulled. The number drawn will be assigned to the first employee in alphabetical order.
    3. The lowest number shall have the highest seniority rank, and so on, until all employees within the impacted credential area/job classification have been ranked.

Team/Role

Responsibilities

SPED Supervisors

  • Review student IEPs; ensure staffing allocations align with students
  • Communicate allocations (the “what”) to sites and LEAD – staff increases or decreases at the site level
  • Address concerns regarding headcount and allocations from sites

SPED Department

  • Data analysis; develops all of the allocation sheets
  • Creates systems for collaboration across SPED and HR
  • Owns position management for SPED positions

Certificated Staffing

  • Leads consolidation process for certificated staff
  • Communicates with sites and LEAD about the consolidation process
  • Supports sites with identifying impacted teachers by seniority and credential area (the “who”)
  • Supports teachers with the process of securing a new placement
  • HR will post new allocations

Site admins

  • Submits site consolidation plans to HR
  • Sends all notifications to educators (voluntary consolidation notice; notice of consolidation)
  • Work with HR to interview and select candidates for any new positions

LEAD

  • Reviews allocations with site admins
  • Provides sign off on reductions and increases in consultation with site admins

Preliminary Layoff Notices

  • By seniority in each credential area

  • A preliminary layoff notice, issued by March 15, doesn’t automatically lead to a lay off. It means that the educator MAY receive a final layoff notice later in the spring.

In the event that we have more educators than we have positions for, we will start to assign them into positions. When we do this, we will issue final layoff notices to teachers or paraeducators, starting with the least senior or most junior educator on the layoff list in the credential area or classification.

Even if a school or department didn’t close any positions, there may be educators at a school or department who get displaced or bumped by a more senior educator from a different school

or department.
