Comprehensive Plans

  • Phase 1 - Due October 31, 2023 (Extension granted by PDE)

Implementation of the Comprehensive Plan can begin as soon as it is approved by PDE but must begin by:

Phase 1 – July 1, 2023 (Plan covers July 2023 - June 2026)

Phase 2 – July 1, 2024 (Plan covers July 2024- June 2027)

Phase 3 – July 1, 2025 (Plan covers July 2025 - June 2028)

Act 13: PEERS

What is PEERS?

  • PEERS is free.
  • PEERS is available year round for LEAs to access via the PVAAS website.
  • No need to sign up, just use it.
  • PEERS provides summary reports for the federal reporting LEAs send to PDE (ESSA Ratings)

Directions for Submitting a Special Education Plan Revision Notice (SEPRN)

Phase 1 and Phase 3 LEAs who submitted their Special Education Plan in the FRCPP and received approval will now complete SEPRNs in the FRCPP.

Phase 2 LEAs will continue to submit SEPNs in the Comp Plan Application until their plans have been submitted and approved in the FRCPP.

Registering for the FRCPP

  • Users can only have one role - LocalUser OR LocalUserAdmin.
    • The only people who should register as LocalUserAdmin at the district level are those who would assign plans and permissions to users in the district who register for the FRCPP.
    • We recommend all LocalUsers register at the LEA level (branch 0000) and NOT the school level.
  • Every plan a user needs to complete must be assigned with appropriate permissions by LocalUserAdmin in the Admin tab of the FRCPP.
    • The exception to this is the COVID Survey - this does not need to be assigned.
    • Multiple permissions can be assigned to multiple people.
    • Don’t worry about the Owner role, it is being removed.
  • For a successful Superintendent/CEO/Executive Director sign off, and submission his/her name and email must be an exact match with what’s listed in EdNA and within the Profile page of a plan.
    • When an LEA adds new Chief School Administrator information in EdNA it takes approximately 8-10 weeks to be processed.
  • When a plan is returned for revisions, it must be resigned and resubmitted.
    • The red exclamation marks where the revisions were required will not disappear as they need to be manually checked by PDE.

Common Pitfalls

  • User has too many roles for the FRCPP (LocalUser and LocalUserAdmin).
  • Chief Administrator/Point of Contact/Principal email doesn’t match with what’s listed in EdNA, MyPDESuite and the Profile page.
  • User has not been assigned to the plan/report in the Admin tab of the FRCPP by the LocalUserAdmin.
  • User has not been assigned the appropriate permissions for a plan/report in the Admin tab of the FRCPP by the LocalUserAdmin.
  • Plans/Reports need to be resigned and resubmitted if returned to an LEA for revisions.
  • When a plan is returned for revisions, it must be resigned and resubmitted.
