The Capital Projects Industry delivers Facilities (e.g., commercial, institutional, industrial, & residential), as well as Civil Infrastructure Systems (e.g., energy, water, mobility, communications, & waste), which together form the foundation that enables the UNSDGs...

However, in the delivery of a Capital Project for Facilities & Civil Infrastructure Systems, the Capital Projects Industry needs to overcome several challenges...

A third challenge is that the Actors live in Silos created by individuals and their disciplines, by groups or teams, by communities, and/or by public or private organizations or institutions, which offer a set of common values and a sense of shared identity and belonging...

One way to overcome these challenges is:

So, Accelerated Capital Projects Formation is a framework for the delivery of CAPEX that is less wasteful and more effective and efficient (from Planning & A/E Design, through Procurement & Construction, to Commissioning, Startup, & Turnover), and of OPEX (in Operations & Maintenance)...

... And higher levels of the Triple ROI:

Cornerstone (1a) for the Journey – A Collaboratory for AcceleratedCapital Projects Formation

(1a) Collaboratory

A simplified definition describes a collaboratory as an environment where participants make use of computing and communication technologies to access shared instruments and data, as well as to communicate with others. Other definitions describe a collaboratory as:

  • A center without walls, in which the nation’s researchers can perform their research without regard to physical location, interacting with colleagues, accessing instrumentation, sharing data and computational resources, [and] accessing information in digital libraries.” (Wulf, 1989)
  • A system which combines the interests of the scientific community at large with those of the computer science and engineering community to create integrated, tool-oriented computing and communication systems to support scientific collaboration.” (Bly, 1998)
  • An experimental and empirical research environment in which scientists work and communicate with each other to design systems, participate in collaborative science, and conduct experiments to evaluate and improve systems.” Rosenberg (1991)
  • More than an elaborate collection of information and communications technologies; it is a new networked organizational form that also includes social processes; collaboration techniques; formal and informal communication; and agreement on norms, principles, values, and rules.” (Cogburn, 2003)

Cornerstone (Ib) for the Journey – A Cyberinfrastructure for Accelerated Capital Projects Formation

(1b) Cyberinfrastructure

A simplified definition describes cyberinfrastructure as a research environment that supports:

  • Advanced dataacquisition
  • Data storage
  • Data management
  • Data integration
  • Data mining
  • Data visualization
  • Other computing and information processing services distributed over the Internet beyond the scope of a single institution.

In scientific usage, cyberinfrastructure is a technological and sociological solution to the problem ofefficiently connecting laboratories, data, computers, and people with the goal of enabling derivation ofnovel scientific theories and knowledge.
