All complaints concerning referees, coaches, spectators, etcetera must be submitted in writing to the League Secretary for investigation.  The league will not respond to verbal complaints. (Complaints need to come from the Club Presidents or MOSA Representative)

• Coaches must be added to the Club account before they can be added to the team

PRINTING THE MATCH CARDS

• Directions to print Match Card (old Game Card):
• 1. log into the team account
• 2. click "Team Management" at the top
• 3. click on "Matches" on the left side
• 4. there are filters to help narrow the options for coaches that coach more than one team
• 5. find the game you want to print the Match Card for
• 6. on the far right there should be "..." click on those and the top option is "Print Match Card"

The Game Card must be printed within 72hrs of the game.

Both teams bring a copy to the game. ��There is a good chance the two Game Cards will not match.

Adding Players to Roster

1) Go to upper right corner and click on your profile

2) Select team mgmt

3) Click on team name, then rosters

4) Select a roster (Mosa), add player, each player (You need their Name, DOB)

5) When the player is added to the roster, you need to click on the players name to set the Player’s Pass ID#.

7) Edit the row for “Freehold SL” and set the competitive level as “competitive” and enter the ID # off the player’s card to the ID # field. Save

Note: Once roster is setup it can be cloned to other rosters

Fixing Game Cards with wrong IDs

If your roster doesn’t have dashes in them that match their number on the player card it needs to be updated. Referees have prevented players from playing if their IDs are not correct or the coach isn’t listed / incorrect. Names can not be handwritten on to the game card. To print the game card go to Team Management -> matches.

To Fix : Click on the player’s name and then roles. Edit the Freehold SL role and set the player’s ID.

Clubs will be allowed to transfer players from one team to another within the club if they follow Club Pass Rules.

a. Players can play up as many flights as they want. (Example: player on a Nat 6 team could play on a Nat 1 team)

b. Players can only move down one flight without prior approval from the MOSA secretary (Example: Player � on a Nat 1 team could play on a Nat 2 team without approval, player on a Nat 1 team that wanted to play on a Nat 3 team would need prior approval from MOSA. Players from other leagues are permitted to play in Premier but would need permission to play in lower flights.)

c. Players that are currently playing up in age group that want to play on a team that would be age-appropriate team level are allowed as long as they are within the one flight rule. (Example: U15 player playing on U16 team Nat 2, could play on U15 team in Nat 3 or higher)

d. "Game Cards" have to be printed from GotSoccer and players handwritten on the "Game Card" should not � be allowed to participate.

e. Max number of Club Pass players per team:

7v7 teams would be limited to 3 Club Pass players per game

9v9 teams would be limited to 4 Club Pass players per game

11v11 teams would be limited to 5 Club Pass players per game

WHERE IS THE GAME SCHEDULE?

• Check your schedule regularly (Game time and locations can change) Do not just enter your schedule into Teamsnap and forget about it!
• Chat by Wednesday of each week with the other coach confirming everything (color of jerseys, field location, game time, COVID policy)
• USE CHAT function in GotSport

CAN I PRE PLAY A GAME

• Both teams must agree. (Try to be nice!)
• If either team does not want to pre play the game, the game will be played as scheduled.
• If a pre play game is cancelled it reverts to original game date. The game time might have to change if the home club has already filled in the schedule.
• MOSA will not force a team to pre play a game.

CAN I POST PLAY A GAME

• State Cup, inclement weather or religious reasons
• Games cancelled due to weather or field closures
• Must notify visiting team and assignor 2 hours prior to scheduled start time
• Report to Games Commissioner by 8pm that day with reason
• Have 3 weeks to be made up or MOSA will resolve
• You can request a post play through your MOSA Rep or Club President to the Games Commissioner
• A game that makes it to half time then stopped by referee will be considered complete.

Where do players / coaches /spectators sit?

HOME TEAM

• Bring

REFEREES DO NOT ARRIVE WITHIN 30 MINUTES THE GAME WILL BE RESCHEDULED AT AWAY TEAMS COMPLEX AND ORIGINAL HOME TEAM STILL MUST PAY REFEREE FEES.

Protests must meet the following conditions:

a) Be submitted in writing to the League Secretary and be postmarked (or emailed) within forty-eight (48) hours of the game.

b) Signed by the Club President or MOSA Representative. (emailed to MOSA from either of them)

c) Clearly show that the other team or Club involved is copied in writing within forty-eight (48) hours of the game. (copied on email)

d) The protest must involve a violation of the “Laws of the Game”.  Protest concerning referee’s judgement will not be heard.

e) NOTE:  The MOSA Board will accept protests by email in place of postmarked mail as long as the protest meets all the above conditions.

• Goal size - 6.5 x 18.5 or 7 x 21
• Goal area:
• Length - 4 yards
• Width - 8 yards
• Penalty area:
• Length - 12 yards
• Width - 24 yards
• Penalty Arc and Center Circle - 8 yards
• Build out line - Yes, marked equidistant between the penalty area line and the midfield line. (on turf fields only, cones may be used on the outside edge of the field)
• In the advent that a field is not laid out in accordance with the above measurements, the Referee is to play the game and report it to the local competition authority.  The build out line is required to be marked (with a line or alternative markings).

7v7 Games (Build-Out Line)- when is the ball is "in play"�

• On a goal kick, free kick within the Penalty Area or when the goalkeeper has possession of the ball with their hands, the opposing team must move behind the build-out line until the ball is put back into play.
• The goalkeeper can pass, throw, or roll the ball to put it back into play (punts and drop kicks are not allowed).
• On a goal kick or when the goalkeeper has possession of the ball with their hands, the opposing team may cross the build-out line when
1. The goalkeeper changes possession from their hand to play the ball with their feet
2. a second touch is made by another player on the goalkeeper's team, or
3. the ball comes to a complete stop, or
4. the ball crosses the buildout line

• The build out line will also be used to denote where offside offenses can be called

• Players cannot be penalized for an offside offense between the midfield line and the build out line

• Players can be penalized for an offside offense between the build out line and the opposing goal line

• Punting
• Punting is allowed BUT once punted the ball can not land in the penalty area of the opposing team from the air.  If the ball does then an indirect free kick should be taken on the penalty area line where the ball crossed into the penalty area.

• Allowed for U12 players and up. Not allowed in U11 Games.
• Offsides
• Offsides starts at the midfield line as usual.
• Max Club Pass players 4

• Goal kick- ball is in play once it is kicked and moves.

PLAYERS- CARDS

• Red Card
• Automatically be suspended for a minimum of one (1) game. 
• Violent conduct or serious foul play which is characterized as “fighting or attempting to fight” will command an automatic suspension of a minimum of three (3) games.
• Multiple red cards – longer time
• MOSA Board could make longer if it sees fit
• Referee report is required

COACHES CARDS

• Red Card or Dismissal
• Automatically be suspended for two (2) games
• Club fined $200
• Required to appear, with the Club’s MOSA Representative or Club President, before the MOSA Board immediately following the next regularly scheduled General Membership meeting
• Failure to attend – longer suspension
• Multiple appearances – longer suspension

PARENTS / SPECTATORS

• MOSA will not tolerate parents and spectators' bad behavior.
• Simple policy be nice or don’t say anything.
• MOSA reserves the right to ban parents/spectators from attending games.

Coaches are responsible for their spectators and will be held accountable for any failure to control the behavior of their spectators.  Clubs are responsible for all individuals under their jurisdiction (players, coaches and fans.  MOSA reserves the right to discipline clubs for the negative actions of their members.  Incidents occurring where clubs do not maintain proper control shall be reported to the MOSA Board for review and possible disciplinary action.

Any coaches who removes his players from the field of play prior to the official end of the game causing the game to be terminated, shall be subject to review by the MOSA Board.  After such review, the MOSA Board may take appropriate disciplinary action.

No abuse of referees by players, coaches or fans will be tolerated the referee’s job is a difficult one; although differences of opinion will arise, referees must be supported since they are essential to the game.  Coaches should advise their teams and fans that no one (including coaches) has the right to criticize the referee, demand any explanation of a call, or publicly humiliate the referee.  Such actions automatically command a two (2) game suspension whether or not a red card was issued.

MOSA follows FIFA rules with some exceptions!

• A direct free kick is awarded when a player commits any of the following in a manner considered by the referee to be careless, reckless or using excessive force:
• Kicks or attempts to kick an opponent
• Trips or attempts to trip an opponent
• Jumps at an opponent
• Charges an opponent
• Strikes or attempts to strike an opponent
• Pushes an opponent
• Tackles an opponent
• Or commits any the following offences:
• Holds an opponent
• Impeding the progress of an opponent with contact
• Spits at an opponent
• Handles the ball deliberately (except for the goalkeeper within their own penalty area).

• Fouls punishable by an indirect free kick are:
• When a goalkeeper, inside their own penalty area:
• controls the ball with their hands for more than six seconds before releasing it from possession
• touches the ball again with their hands after releasing it from possession and before it has touched another player
• touches the ball with their hands after it has been deliberately kicked to them by a teammate, or thrown to them from a throw-in (the back-pass rule)
• When any player in the opinion of the referee:
• plays in a dangerous manner
• impedes the progress of an opponent when the ball is not within playing distance of either player
• prevents the goalkeeper from releasing the ball from their hands
• commits any other offence, not previously mentioned in Law 12, for which play is stopped to caution or send off a player

YELLOW CARDS

• Unsporting behavior
• Dissent by word or action
• Persistent infringement of the Laws of the Game
• Delaying the restart of play
• Failure to respect the required distance when play is restarted with a corner kick, throw-in or free kick
• Entering or re-entering the field of play without the referee's permission
• Deliberately leaving the field of play without the referee's permission

• Serious foul play
• Violent conduct
• Spitting at an opponent or any other person
• Denying the opposing team a goal or an obvious goalscoring opportunity by deliberately handling the ball (this does not apply to a goalkeeper within their own penalty area)
• Deliberate fouls that deny an obvious goalscoring opportunity to an opponent moving towards the player's goal
• Using offensive, insulting or abusive language and/or gestures
• Receiving a second caution in the same match
