Fife’s Place Plan/LDP2 evidence base

Top issues from the Evidence Report either as it stands or as being redrafted:

Balancing development with infrastructure requirements whilst being aware of the carbon impacts of individual and cumulative allocations
Deliverability will be key, establishing a deliverable housing land pipeline.
Explore alternative approaches/models to unlock sites and consider different tenure estimates based on existing and future need.
Specific targets for specialist housing (inc. Wheelchair and accessible housing).
Affordable housing targets and whether there is justification for local housing percentages in Fife.

Dunfermline town centre’s public realm and how inaccessible it is for disabled persons.
A lack of good shops to attract people was also highlighted as an issue
The three main issues respondents want the next LDP to look at are –

Living well locally (20MN) - Garvock Hill and the east and south of Dunfermline do not have access to a good range of services and facilities within easy walking distance
Poor-quality play spaces in the area leading to an insufficiency in play provision …
… … Opportunities to improve green and blue networks in the NHS estate at Queen Margaret Hospital, river restoration projects along the Tower and Brankholm Burns and greenspace improvements at Duloch Park
Priority habitats in Dunfermline include Town Loch, Lyne Burn, Townhill Wood, Townhill Muir and Townhill Meadow, and Pittencrieff Park
The closure of Woodmill and Inverkeithing High Schools and loss of swimming pool provision in the area

The changing nature of primary care delivery and demographic changes likely to impact on Fife over the timescale of the Proposed Plan are –

a move towards health and wellbeing hubs which provide multi-disciplinary care
increasing elderly-driven demand, which will put pressures on services such as health and social care.

Education provision is a fundamental part of community infrastructure which requires to be considered as a core part of assessing land for housing as it will have an impact on additional school capacity needs and will have implications for existing school catchment areas

SPEN investment - Replacing grid supply point board and building a new substation at Halbeath
Developing the district heat networks and further decarbonisation of heat and power … CCZW are working to produce a Dunfermline & Rosyth Energy Plan which will inform the Proposed Plan.

The new Local Development Plan may need to consider if additional policies or support is needed in addition to national policy. Considerations are likely to include where additional scope exists for city centre living for different age needs in places where local access to neighbourhood and social facilities are readily available.
The attainment of city status and the Smart Dunfermline initiative offers a basis for future local initiatives, some of which will be supported by the new LDP.

Prioritise compact urban growth, revitalising the city centre to support business, tourism and local-living opportunities.
Deliver liveable new neighbourhoods in strategic growth areas with new housing, schools, transport and active‑travel networks.
Support economic growth, with strong supply of employment land in accessible locations.
Support heat and energy network opportunities through Dunfermline & Rosyth energy masterplan.
Protect heritage, landscape and biodiversity and enhance connectivity, digital infrastructure and community wealth‑building.

Broomhall (being marketed as Kingswood) – permission granted and first applications for infrastructure approved. Applications for first phases of housing now starting to be submitted.
Berrylaw – no planning application
Swallowdrum – PAN submitted (pre-requisite stage to submitting a formal application that seeks to gather publics view to inform what the developer designs and submits in their formal planning application
Wellwood – planning permission granted and site actively building houses.
Colton – planning permission formally issued on 30/01/2026 (hence the lateness of this response) – had been awaiting the conclusion of the legal agreement.
Chamberfield - no planning application
Kent Street – completed
Halbeath - permission granted and first applications for infrastructure approved. Applications for first phases of housing have been submitted.
