  • shall maintain a record of completed CTLE,
  • which shall include: the title of the program, the total number of hours completed,
  • the number of hours completed in language acquisition addressing the need of English language learners,
  • the sponsor's name and any identifying number, attendance verification, and the date and location of the program. Such records shall be retained for at least three years from the end of the registration period in which the CTLE was completed and shall be available for review by the Department upon request.

Acceptable CTLE

  • must be taken from a sponsor approved by the Department.
  • shall be study in the content area of any certificate title held by the individual or in pedagogy and include any required study in language acquisition addressing the needs of English language learners as described in section 80-6.3 of Commissioner’s Regulations.
  • must be conducted through activities designed to improve the teacher or leader’s pedagogical and/or leadership skills, targeted at improving student performance, including but not limited to formal CTLE activities. Such activities shall promote the professionalization of teaching and educational leadership, as applicable, and be closely aligned to district goals for student performance.
  • Speech and Language Disabilities Professional Certificate Holders please note: Courses taken from an approved American Speech-Language Hearing Association (ASHA) CE provider are acceptable towards meeting CTLE requirements as long as they are documented with the ASHA CE Registry. One ASHA CEU equals 10 hours of CTLE.
  • For credit-bearing university or college courses, each semester-hour of credit shall equal 15 clock hours of CTLE credit, and each quarter-hour of credit shall equal 10 clock hours of CTLE credit.  For all other approved continuing teacher and leader education courses, one CTLE credit hour shall constitute a minimum of 60 minutes of instruction/education

SED Continuing Teacher & Leader Education Regulations

  • The State changed the requirements for professional development hours. 
  • The new CTLE (Continuing Teacher & Leader Education) regulations ask that a teacher holding a professional certificate acquire 100 hours of professional development within five years beginning July 1, 2016. 
  • The five-year term will begin from your birth date.
  • “All professional certificate holders, other than those with a certificate title of English to Speakers of Other Languages, a minimum of 15 percent of the required CTLE clock hours shall be dedicated to language acquisition addressing the needs of ELLs, including a focus on best practices for co-teaching strategies, and integrating language and content instruction for such English Language Learners.”
  • You no longer have to submit your hours for input into TEACH. 
  • The State Dept. asks that the certificate holder attest to his/her completion of the 100 hours prior to his/her re-registration. 
  • He/she will be responsible to retain a record of the CTLE programs attended and the number of hours completed. 
  • Certificate holders will attest that they have completed the 100 hours of required CTLE, must retain records of completed CTLE for an additional three years beyond the end of their five-year registration period, and must provide documentation, if requested, showing that they complied with the CTLE requirement.

CTLE hours vs. In-Service Hours

  • CTLE hours, are the hours you turn in to meet NYS professional development hours to meet SED requirements. They are not the same as district in-service hours turned in for salary purposes.
  • The Rome Teacher Center is a NYS approved CTLE provider. Anything taken through the Rome Teacher Center can be used for SED purposes such as meeting continued certification requirements.
  • There are many approved NYS providers. Be sure and check that the provider has a NYS CTLE number prior to taking a workshop or course.

  • In-service hours are (non graduate credit) hours you turn into the district for salary purposes. Only in-service hours offered through the Rome Teacher Center, can be turned in to the district for salary purposes.
  • The Rome Teacher Center has everything it offers for in-service hours preapproved by the district. This includes workshops and for example, 3 credit courses that can be taken for in- service the district won't accept it for in-service unless the Teacher Center has had it pre-approved.
  • The Rome Teacher Center has an agreement with the district that notification of intent to study is only required for 3 credit (45 contact hour) Teacher Center courses. For less than that, the Teacher Center keeps track and sends the district notification when a person completes a credit (15 hours).

Prior District Approval of courses: You must submit for approval a Notification of Intent to Study form to the district prior to taking any course which is offered for 45 contact hours (3 in- service credits) or 3 graduate credits.
