Shared Prosperity Fund (SPF) – Aims

The UKSPF is part of the UK government’s wider commitment to level up all parts of the UK. It is the government’s domestic replacement for the European Structural and Investment Programme (ESIF). 

The Good Growth Plan will:

Nurture local business and innovation characterised by their growing social and environmental responsibility

Facilitate expansion and increased investment in our green economy and high potential sectors

Empower vibrant communities and a better way of life by creating skills and employment opportunities that will enable everyone to live longer, healthier lives and earn real living wages in careers of their choice.

Aim

Community building is at the heart of this fund.

Resources

  • 1 Team Leader

  • 3 full time equivalent Delivery Facilitation Officers who will work with closely with Town & Parishes and community organisations to help develop project ideas, complete application forms & carry out activities to build skills in community organisations & project development.

  • 2 Support Officers

Grants

  • Between £2,000 and £25,000
  • 100% funds, no match funding required.
  • The proposal is that Community Area Partnerships will have an allocation and will be asked to review applications in CAP areas and make a recommendation.
  • There will also be a reserve for large or ambitious projects.
  • We aim to have a quick turnaround for applications and plenty of support.

COM004 – Community Levelling Up Programme

Summary

To help communities in Cornwall and the Isles of Scilly develop their place shaping ambitions and through locally led delivery and increased levels of community facilitation, empower them to drive the necessary changes they need for their future

Activities could include

  • Refurbishing, re-purposing, renovating and creating new buildings on high streets and neighbourhood shopping areas to help deliver increased footfall, increased economic activity and improved pride in place
  • Funding for new, or improvements to existing, community and neighbourhood infrastructure projects that deliver improved public realm and economic regeneration.
  • Engagement schemes to support community involvement in decision making in local regeneration.

COM004 – Community Levelling Up Programme – Year 2 and 3 Delivery

  • The detail of Year 2 and 3 delivery has been informed by lessons learned from Year 1 and the Local Good Growth Delivery Frameworks
  • In May 2023 60% of available budgets will be allocated to each CAP area and the IoS and 40% will be retained in a “performance reserve”
  • The budget to each area will vary to take into account the different scales in geographic coverage of each CAP.
  • However, this allocation should be seen as a minimum as all areas can increase their allocation from the performance reserve if they can generate enough good projects
  • Any legally constituted organisation can apply
  • Outputs and outcomes required = m2 of public realm improved/created, improved perception of community facilities, economic benefit, etc. All projects will also be expected to contribute to good growth outcomes where possible (e.g. RLW, CO2 reductions, etc)
