COVID - 19 Update

With confirmed cases detected on 23rd March 2020 for the first time, through to Tuesday 27th April 2021 8:00pm, there are 142,778 confirmed cases to date, 131,951 recovered cases and 3,208 deaths due to COVID19 virus infection in Myanmar.

Reported AWD Incidence in Sittwe camps:

Information from the Health Cluster dates May 26th 2021:

  • With the leadership of health authorities, disease investigation team was sent on 26 April and active case finding of AWD cases are doing in collaboration with health partners in Say Tha Mar Gyi camp. Referral are also doing as needed and we are planning to do nail cutting and hand washing campaigns in IDP camps.
  • Thet Kel Pyin station hospital is receiving acute watery diarrhea with some dehydration with average 10 patients in daily basis starting from 23 April.
  • The health partners are encouraged for awareness rising activities in the community via through community-based health workers as well as in the clinic times.

MHF SA1 2021 Allocation

  • MHF SA1 Allocation (10 million for all clusters) – we don’t know envelope for WASH Cluster yet, hopefully by next week
  • Rakhine WASH Cluster = $650,000 Envelope
  • Chin State WASSH Cluster = $50,000
    • Tentative allocation timeline / process:
      • Period of submission of project proposals: From 6 to 31 May 2021
      • Strategic Review and pre-selection of projects: 8 June 2021
      • HC preliminary approval of pre-selected projects: 15 June 202
      • Start of project implementation: 1 July 2021

  • Noting some new organizations (CSOs/LNGOs) find it challenging or difficult to be eligible for the MHF allocations, it is recommended that those organizations seek the opportunity for partnership with an INGO who is eligible.

CDN Water Trucking Update

In Sittwe CDN is are providing to (15 sites) to 21 by next week. This will be drinking and domestic water if required. They are working on a 15-day cycles should HH populations change.

In Kyauktaw CDN is currently delivering to 3 sites, only drinking water (and 2 under assessment)

  • 18 to 25 mmk - 20 mmk downtown per lt.

  • For these 3 sites in Kyauktaw downtown, CDN is still waiting for additional water tanks, to be able to provide the full amount of domestic water (currently 2/3 domestic covered). The sites are:
    • Site #236 - Church of Christ, Pyi Taw Thar Ward
    • Site #: 237a - Ma Har Kan Gyi Shin Pagoda
    • Site # 350 - Railway Station
    • Site # 70 - Nyaung Chaung site: CDN is still looking into the needs. There are mixed perceptions in the community, about if they need water or not. CDN has filled up the ponds, so actually they don't need it.
    • Site # 236 - Church of Christ
    • Site # 315 - Ka Wae Yadanar Monastery

In May CDN will deliver to:

    • Site # 236 - Church of Christ - Drinking and domestic water
    • Site # 70 - Nyaung Chaung - Only if necessary and currently filling up the ponds there.
    • Site # 315 - Ka Wae Yadanar Monastery - Drinking and domestic water

All other sites in Sittwe and Kyauktaw should be fine for water in the first two weeks of May. CDN is monitoring the needs on a regular basis.

SI Water Trucking Update

Water scarcity response stated on during the first week of April with the constitution on a pipeline to reach boats during low tide.

    • As seen in the table below, SI water boating response (in coordination with UNICEF) for Pauktaw.
    • 4 camps and 1 village
    • Cost per Lt. XXX - per water boating (UNICEF to provide cost)
    • Targeting 23,000 pp
  • An average of 107,000 Lt. per day is water boated in 3 locations (ANY C, ANY V and KNP) providing up to 7.5 lt. per person per day for drinking and domestic use and an average of 96,000 Lt. is daily pumped to 2 locations (NC1, NC2) from outside reservoirs (from 3 to 7 KMs distance).
  • Liters delivered per day: 7.5 l/p/d -> In ANY Village and NC2, the community collect water from water tanks, the exact amount they are taking is not strictly controlled but the Village Administrator and CMC supports SI on water management. In NC2 Camp, the community decided this year they did not want SI to treat and distribute water using tap stands. However, SI is conducting awareness sessions in all the locations on water management and safe water (SI distributed HH water filters for HH level water treatment in all Pauktaw targeted locations)
  • Other support provided (water storage tanks / filters): SI distributed HH water filters for HH level water treatment in all Pauktaw targeted locations and Lifestraw filters installed in communal spaces
  • Key Challenges: Due to the February 1st military coup and the related consequences on the banking system, SI was forced to put in standby some activities due to limited access to liquidity (i.e. water scarcity mitigation measures such as Ponds’ extensions). The water scarcity response was only slightly affected due to an extreme effort from SI.
  • Etc. And any Water pond rehabilitation / Borehole drilling activities: Due to cash liquidity issues, SI had to postpone all the main ponds rehabilitation forecasted for this season. However, due to the importance of some ponds’ upgrades, SI is now assessing the possibility to proceed with 2 Ponds Access improvement (construction of stairs) in NC1 and NC2 and the enlargement of 1 pond in KNP as water scarcity mitigation measure for the next year. All these plans will be confirmed to WASH Clusters as soon as it will be internally validated. Moreover, if the cash situation might improve in the next months, we will proceed with the Ponds’ covers (ICRC pilot project) service that can be done during any season.

PIN Water Trucking Update

PIN is water trucking in Minbya, Mrauk-U, Ponnagyun (via CERA) - New Displacements sites

  • Around 14 sites:
    • Site numbers # 47, 48, 50, 51, 52, 74, 75, 80, 88, 98, 116, 173, 183, 293 (CERA = site RSG2)
  • 5 liter per capita per day to upper if capacity allows and if in line with agreed standards
  • 28mmk Mrauk U per lt. - 29mmk Minbya per Lt.

Other support provided:

  • Water tanks (PVC) have been provided by PIN in the 2 past years (500L; 1,000L; 3,000L and 6,000L).
  • 370 units of HH water filters (LifeStraw model) are being distributed this week.

Key Challenges:

  • To start the emergency delivery not too early to protect the water source availability and not too late to minimize the scarcity period.
  • All sites have different needs at different times so the mapping of intervention is particularly delicate

Feedback from 2020 WT experience (end line survey conducted in Feb 2021)

  • Of 360 surveyed respondents, almost 82% or respondents could recall seeing trucks delivering water to their community, of which all but 5 respondents reported not having to pay to access the water.
  • Sufficient access to water varied significantly from site to site.
    • While in sites Taung Myint, Wet Hla, Tin Htein Kan and Pu Zun Phae more than 88% of respondents reported having enough water,
    • In Pi Pi Yin IDP site the number went as low as 29%. 
    • Overall, 99% respondents were satisfied or very satisfied with the quality of water delivered by trucks. The same amount also confirmed that there is link between water quality and health. More than 97% also wanted INGOs to continue their water trucking assistance.

Other Partners Water Trucking Update

Is constantly monitoring the for water in their operational locations where they are covering. In coordination with RI and PIN at Mrauk-U level, it was as agreed that, ICRC is ready to support emergency water supply to the following sites, until the rainy season.

  • Site #67 - Daing Kyi (new) – 5,000 litres of water/day. •
  • Site #71 -  Daing Kyi (old) – 7,000 litres of water/day
  • Site #65 -  Nat Rat Sar camp- to provide engine, pump and pipe and accessories for water pumping.
