Receive & Maintain Partnership

New Partnerships can be assigned for the following reasons

  • New OC/ T assigned to the unit or an internal move
  • Unit transferred from sister BDE for example; a unit can be reassigned due to a geographic location of XCTC ie XCTC at Camp Shelby 188 BDE transfers partnership of unit to 177 BDE

A partnership is maintained through continuous communication via text, email, or phone at least every 30 days. Communication should ideally be with the Partner Unit AGR Training NCO, Readiness NCO, Company First Sergeant, and Company Commander.

A partnership can be improved by the following actions:

  • Being an asset as an extension to the partner units operation section and an additional resource to find training, school locations, and fix equipment shortfalls through the proper channels for example (refurbishing Volcano parts to become operational)

Gather Information

Gathering information on the unit consists of using the following resources:

  • Unit MTOE can be gathered by visiting

https://fmsweb.fms.army.mil/unprotected/splash/

  • Some units post unit information, training calendars, and contact rosters at

https://gko.portal.ng.mil/SitePages/Home.aspx

  • Additional information can be gathered by visiting MARRS-N to gather additional information on PSTR (all of these resources are dependent on the unit; some units use some websites while others only use internal websites)

https://mobcop.aoc.army.pentagon.mil/MOBCOPPortal/UI/Login.aspx?name=Eq1hZxW6pLlK9tLO1UGbHw%3d%3d&rtu=kmtjxserqbomieswkwgkohqhfulclaadmqy#

  • An OC/ T can receive information on a unit by checking with their outgoing OC/T as well as opening up the unit Share drive or share point

https://www.first.army.mil/

  • Partner unit info Sheet

https://drive.google.com/file/d/1p99gVDnS51YjqiEre6_PDL1DvnyaKpWC/view?usp=sharing

Gathering information is a critical task as it shows what you know about the unit prior to contact. Additionally, viewing the units Baseball Card or previous aim point assessment to gather specific information will go a long way to establish your presence and relationship with your unit.

At the very least the OC/ T should know or learn the following about a unit:

  • Current unit PY readiness year
  • Unit Training Calendar
  • Unit Location and Contact number

Identify OC/ T Engagement Date

Identifying an OC/ T engagement date will depend on a variety of factors:

  • An OC/ T will need to assign a personal priority list of assigned units based on the current First Army Initiatives. In the absence of guidance the order of priority for National Guard Units is as follows:
  • NOS (notification of sourcing for deployment) Units
  • CTC or XCTC (Combat Training Center or Exportable Combat Training Center) rotational Units.
  • FRU (Force Ready Units)
  • Priority Units (all Others)
  • After assigning a personal priority list starting with the highest priority unit a review of their training calendar Is needed. You should identify what type of support a unit will need to achieve the glide path for their Readiness year. This is best accomplished in coordination with the Unit command team and AGR staff.

  • OC/ T’s can provide support in the following manner:

  1. Conducting a technical inspection on key MTOE items such as The MK 155 Miclic Trailer, M136 Volcano mine delivery system, MK 3 Mine Detector Huskie metal detector panels, and bridging equipment such as the REB, JLAB, or ABLV. https://drive.google.com/file/d/1PHZ9pmF2cX2w8SlcemkhKSh-lTIGa5hL/view?usp=sharing

  • When interacting with a newly assigned unit a simple Face to Face formal meeting to establish partnership guidelines, goals, and expectations might also be necessary if any issues arise with the previous steps.

Conduct Unit Assessments

As an OC/ T you must conduct unit assessments on a regular basis in order to adequately prepare your units for deployments and major training exercises. Assessments are always formal in nature and based on doctrinal references however, any assessments you conduct as an OC/ T only become external if the unit gives it to an external element. As a first Army OC/ T you should become familiar with the following products and forms:

  1. First Army Engagement Matrix Aim Points: An all encompassing review of a unit based of Personnel assigned, Supply MTOE shortages, Training Assessments, and Readiness of unit equipment such as Pacer items (PSTR). https://drive.google.com/file/d/1FbLMUmWoCAAbaWOVka-kW-4LrLdO9rzD/view?usp=sharing

  • First Army Yellow Card: A living document that continuously assesses a units proficiency in the Orders Planning Process, Direct Fire Planning, ISR planning, CRM, PCC/PCI, ABCS/COP/Graphics, Fires Planning, Sustainment, Rehearsals, and Security Force Protection on a 1-5 scoring system. This document is submitted to higher on a pre determined basis during an exercise such as XCTC or MFGI. https://drive.google.com/file/d/1Q9CBxuxxdoANs9q1PjgOJBtIrR3HKYiv/view?usp=sharing

Conduct Closure Reports

The report consists of the following elements:

  • Training Objectives: These training objectives should include collective tasks numbers the unit was attempting to complete as well as training proficiencies for those collective tasks. For example, 05-PLT-1000 Create a Lane Through an Obstacle Using Explosive Techniques (T- Goal)

  • Due Outs: This section will consist of specific requests from the partner units or products offered by the OC/ T team.

  • Where can we help: This section will be based on an OC/ T’s assessment and include specific actions or goals for the OC/ T Team with regards to the unit moving forward.

  • Overall assessment: Lastly, an overall assessment of a units PSTR information is conducted with key friction or success areas highlighted to relay on to higher.

Develop OC/ T Support Strategy

As an OC/ T your primary focus is building a partnership with your units and improving their efficiency and lethality as a combat force. This must be evaluated in a measurable way such as by referencing Live Fire Exercises, Training evaluations, CTC rotations, Unit Mobilizations, major training events, and MTOE operational equipment readiness.

  1. Identify what is your units realistic goal for the fiscal year: This is an important task that is unit specific and is ideally a based on a joint vision between yourself and the partner units Command Team. With that being said sometimes it is best to guide a command team towards a realistic and measurable goal. The goal should also be specific and not something generic like “Be the best Company we can be” or “Improve our ability to conduct combat tasks”. In these instances try to guide a unit by asking questions such as how are your miclic crews, when did your last fire the volcano, what LFX’s do you have planned, or how are your gunnery numbers looking?

For example a Combat Engineer Company could have the following Goals for the fiscal year:

  • achieve 100% operational readiness of the three MTOE Miclic Launchers and qualify all 3 crews with a live rocket prior to attending CTC rotation.
  • Fire the M136 Volcano Mine Dispenser for the first time since X years.
  • Certify all 6 Sapper Squads during an Explosive Obstacle Breach Live Fire Exercise
  • Achieve 90% IWQ (individual weapons qualification), CSWQ (crew serve weapons qualification), and platform Gunnery qualification (mounted machine gun, Stryker, or Bradley qualification) for the entire Company.
  • Achieve a T- rating on all METL tasks during external evaluation at AT (annual training) FTX, XCTC, CTC, or operation X.

Develop OC/ T Support Strategy

2. Based on the joint fiscal year goals an OC/ T can develop the method of support that works best.

  • Improving equipment reediness would require an OC/ T to conduct technical inspections or provide resources for a partner unit to do so. These inspections are best done during low threat IDT weekends or Admin focused drills. Additionally, sometimes a unit simply needs to be trained on the equipment in order to verify operational readiness. In either case a planned OC/ T face to face engagement is best to attain the desired goals.

  • Live Fire Exercise Certifications will require an OC/ T to review a units training plan to make sure the unit is progressing through EQT’s by coaching unit during the planning and execution phase. An OC/T can also provide training resources to help the unit out during the crawl and walk phase of training. https://drive.google.com/file/d/1cdyne-YAKfhMPn39J7AKV2SZ9WioSyJW/view?usp=sharing . To improve performance leading up to a LFX coaching a unit during an IDT prior in a STX lane will alleviate issues during the LFX.

  • IWQ, CSWQ, and Gunnery Qualifications will require an OC/ T to ensure the training calendar reflects dedicated IDT’s or AT days to conducting these qualifications as well as by suggesting alternate dates and providing products that can be used to track these stats and qualifications if DTMS is not being used efficiently.

Implement OC/ T Support Strategy

1. Implementing an OC/ T Support Strategy is all about the application of your support and can happen in a variety of ways.

  • Conducting an OC/ T face to face engagement to evaluate training, conduct TI’s, or help develop training plans can all be accomplished via filling out a RFO (Request For Orders) through the Team NCOIC/OIC. https://drive.google.com/file/d/1l2CIhRL6cEuObL8x617Xr0H88XHrQVjf/view?usp=sharing

Update and Reassess

A critical task in conducting your duties as an OC/ T is updating First Army products to relay on to higher the current status of the unit and up to date contact information.

  1. Unit Baseball Card: This product provides a snapshot of a unit and is used to brief higher on how the unit is progressing through its prescribed glide path. https://drive.google.com/file/d/18ReR6sOEXICCEjXri4MFBX_OeYYbpbJ7/view?usp=sharing

  • Lastly, maintaining up to date contact information is of the utmost importance because without contact with the unit NOTHING can be accomplished. Depending on current unit TTP’s the requirements of products to update may change however a good reference point is to utilize moving forward.
