Companies like Ozzi and Loop have operated on similar model which can be referenced and scaled to a national scale
Solving this problem will involve getting policy support, updating infrastructure and evolving communities

Local government commits to waste management reform, incentivized by reduction in landfill waste.
Maintenance of system will require pick up from collection bins, thorough cleaning, and then redistribution to restaurants. Scale to more industries overtime.
Design reusable food containers, utensils, and beverage holders that are built to last.
Establish collection bins around town and a high-efficiency washing facility.
Start with distributing reusable items to local restaurants in quantities requested by owners.
