Feedback Summary

  • Most feedback collected was related to the closing of Clay HS and concerns around resulting declines in overall enrollment.
  • The next topic of concern was transportation for existing districtwide magnet schools / program.
  • Many of the participants understood the need to reduce transportation costs but did not like limiting schools or programs that currently have districtwide transportation.

  • Existing Clay HS students should receive transportation to the SBCSC high school of their choice until they graduate.
  • Students that are currently attending McKinley or Edison DLI programs should continue to have transportation if they are in grades where DLI is not currently offered at Harrison / Navarre.
  • Students should be provided transportation to any school in the corporation if they are in a magnet program, if they are not in the magnet program, they should go back to their neighborhood school.
  • I am happy with the proposed changes.

Updates / Clarification to the Recommendations Based on Feedback

  • The new PK-8 program at Dickinson will be a Traditional program similar to Swanson and Marshall. This gives all students in SBCSC access to a traditional program with transportation.
  • All existing Clay HS students will be eligible for provided to the SBCSC high school of their choice until they finish. Clay students will be given priority for enrollment in all high schools before December 15, 2023.
  • Students currently attending McKinley DLI in 5th grade or Edison DLI in 6th grade from outside of its transportation eligibility area, will continue to receive transportation until they finish because the DLI program at Harrison / Navarre has not reached those grades.
  • Existing high school students are permitted to finish at their current school of assignment until they graduate with transportation. Out of boundary transportation will be phasing out each year over the next 3 years (completely when current 9th graders graduate in 2026-27). Transportation for siblings during this window will be considered.

Updates / Clarification to the Recommendations Based on Feedback

  • Students that are currently attending McKinley and are not in the DLI program will be reassigned to their new attendance boundary (either Darden or Nuner) and can apply to continue with the McKinley program as it moves to Edison.
  • Current 6th and 7th graders attending Edison and Dickinson will finish out at those schools as those PK-8 programs begin starting in 2024-25. Efforts will be made to keep those populations separate within the buildings.
  • There are no planned changes to SBCSC transportation routes to before and after school care locations.
  • Start times for programs that are changing grade spans are under review.

Refresher – From SBCSC – LRFMP Recommendations (EXHIBIT A)

Clay High School

  • For the 2023-24 school year – Clay High School will continue to operate as usual in grades 9 -12 in its current location. Rising grade 9 students (2022-23 grade 8 students) residing in the Clay High School attendance area may choose to enroll in other high schools via the choice process if they do not wish to begin at Clay High School. These students will be given priority in the choice process.
  • Dedicated Boundary Process – A boundary change process will occur in the summer/fall of 2023 to determine high school attendance boundaries without Clay High School.
  • For the 2024-25 school year – The entire Clay program will move to Riley High School.
    • Rising grade 9 students (2022-23 grade 7 students) will be assigned to schools based on the newly-established attendance boundaries or may choose another school via the choice process.
    • Clay High School students in grades 10-12 residing within the former Clay High School, regardless of attendance boundary, will have a guaranteed seat in the Clay program at Riley High School, should they choose.
    • Clay High School students in grades 10-12 residing outside of the former Clay High School attendance boundary will have a guaranteed seat at their zoned high school (Adams, Riley, or Washington) or with the Clay High School program at Riley High School.
    • Any Clay High School students in grades 10-12 may select another school via the choice process and will be given priority.
  • For the 2025-26 school year and beyond – Students will be subject to the newly established attendance boundaries, and the former Clay High School students will phase out of Riley High School with the Fine Arts Program remaining.

  • The Facilities Master Plan approved by the Board in the Spring of 2023 included conceptual changes and proofs-of-concept to better align the feeder patterns in the district.
  • Alignment of the feeder patterns allows for more consistent cohorts of students moving from school to school which increases stability.

Is school choice going away?

  • No. School choice will continue to operate with limits on transportation eligibility.

When will these changes go into effect?

  • The beginning of the 2024-25 school year, pending approval of the new boundaries by the Board and the Department of Justice. New boundaries will be used for applications for the 2024-25 school year beginning in November of 2023.

Can I finish at my current school?

  • Yes, all students can finish at their current school of attendance if there is capacity. If students are not eligible for transportation under the new parameters, they must provide their own transportation.

Can my younger sibling finish at the same school the older sibling is currently attending?

  • Younger siblings will be permitted to stay at their current school as long as there is capacity. If students are not eligible for transportation under the new parameters, they must provide their own transportation.

If I have a special education student or my student is on a 504, can they stay at their current school?

  • Students that are enrolled in a special education program or have a 504 will be notified directly to determine school assignment. Under no circumstance will special needs students be assigned to a school that does not provide their needed services.

If I live in the proposed Riley feeder pattern and I want to attend a Dual Language Immersion (DLI) school, what are my options?

  • Students residing in the Madison attendance boundary will have transportation to Harrison and Navarre for DLI. Students residing in Lincoln and Monroe attendance boundaries will have transportation to Edison Pre-K-8.

What is the District doing to ensure a smooth transition?

  • Principals are engaged in this process and will be given support to host outreach efforts to students moving into their schools.

What impact does this have on staffing and when will this be addressed?

  • Staffing changes will likely occur due to changes in enrollment from the proposed changes. Staffing levels will be determined during the normal staffing process in January of 2024.

When will McKinley open as a Pre-K center? Will the elementary schools that currently have Pre-K programs keep them?

  • Based on the tentative timeline from the Long Range Facilities Master Plan, Fall of 2024. This will not impact schools that currently have Pre-K programs.

Why is Adams still over-utilized after the changes?

  • The enrollment figures shown reflect moving only students that are directly impacted and do not reflect moving existing students back to their newly assigned schools. So, if a student is currently attending Adams from outside the attendance area, they are included in the Adams anticipated enrollment number.
  • The number of SBCSC students residing in each of the proposed boundaries is:
    • Adams: 1,556
    • Riley: 1,475
    • Washington: 1,501
  • The new boundary will be in effect and the transportation policies phased in. Then, as current Adams students graduate, enrollment among the three high schools is anticipated to stabilize and balance.
