The umpire agreement provides an overview on the FIH and masters hockey guidelines, Umpire and UM responsibilities, expectations and aims. Its goal is to assist and support the Tournament Officials team to be best prepared and perform to the best

of their abilities when participating in

a Masters Hockey event.

Tournament Details

The tournament will be conducted in accordance with the following rules and regulations:

  • FIH Outdoor Umpire Briefing 2022/23 FIH Outdoor Briefing
  • FIH Tournament Regulations Outdoor 2022 FIH Tournament Regulations
  • SA Masters specific regulations for this tournament as sent on the whatsapp group and loaded on the link tree

(Umpires who are part of a team do not need to pay this fee)

Tickets for the opening and closing functions will be on sale – you will receive an arm band when you purchase

Responsibilities

  • Umpire & Assistant Managers will:

- support and encourage the umpiring team

- help the umpires improve

- provide constructive & respectful feedback

- discuss & finalise umpire appointments

  • Umpire Appointments – Will be sent out timeously

  • Tournament Umpires will familiarise themselves with:

- 2022/23 FIH Outdoor Rules & Umpire Briefing

  • Communication with UM/TD’s during the tournament as needed
  • Social Media – be positive and professional
  • Umpire Clothing requirements – wear the shirt provided, where clashing with teams another shirt can be agreed upon. Or if

  • 2 Umpires at every game (2 on field - NO reserve)
  • Fitness/ Health / Rest
  • Be organized, prepared & on time. At the pitch 25 mins before game
  • Set an achievable action plan for yourself
  • Try to improve something every match
  • Be yourself, find time to relax at, and away from the venue

Read the Game

Flow & Control

Encourage skill & allow players to contest the ball – protect skill – and only ‘step in’ when you have to.

Whistle timing is crucial – is a Free Hit a better advantage and less frustrating?

Don’t get caught – ball watching versus general scanning.

Anticipation and Positioning is key

Penalty Corners

  • Be 100% sure & sell your decision – ‘Arena Hockey
  • NO - 40 second clock
  • Manage the Set up – effectively and encourage Def/Att to be prompt putting on protective equipment – safety is key … BUT be aware of time wasting – use Captains if needed
  • Teamwork – assist with: first runner/ height of first shot/ player obstruction/ physical pushing/ player breaking into D early/ ball going wide of goal is dangerous & hits defender = FH

  • Start all PC’s with Whistle

  • New rule - playing ball after PC with protective equipment on!!

Medical

  • There will be Paramedics and club doctors present during the tournament in case

of emergencies. Each pitch will have a walkie-talkie to contact the doctor/Paramedics in

case of emergencies.

  • Blood rule: Please help us to get your players to leave the field if they are bleeding (Rules of

Hockey Section 2.7). A player cannot return until the wound is adequately covered and clothing

changed if necessary.

Medical

  • Please aim to prevent players from wiping up blood with their shirts/socks as they will likely have to change the item or wash it out before being allowed back on the field.

  • Umpire Injuries can be dealt with by the Paramedics

Injuries:

  • No injury treatment is allowed on the field of play.

  • If a player has been injured and the physiotherapist, team doctor or medic have reason to believe that the player requires urgent medical attention, they may enter the field of play without permission of the umpires.

  • If assistance is given to a player on the pitch, then they must be substituted for at least 2 minutes. This excludes goalkeepers. If however the medical staff decides that treatment is required, the GK must leave the field of play.

  • Time will be stopped for serious injuries.

Shoot-outs

  • This applies to FINAL matches that result in a draw
  • Will start within 5mins of match ending
  • Umpires do coin toss with Captains to decide which team shoots/ takes PS first
  • 5 players per team
  • If level after 5 – sudden death/ same 5 players in any order
  • Team that shot / takes PS first in initial round shoots second in sudden death
