Enrollment Management

An organizational concept and a systemic set of activities designed to enable educational institutions to impact student enrollment. Such activities often include marketing admission policies, retention programs, and financial aid awarding.

Core Principles include:

  • Establishing clear enrollment goals (FTES)
  • Promoting student success
  • Enabling the delivery of effective academic programs
  • Intentionality with services
  • Alignment with budget development and institutional goals

How do we get the Strategic Part?

Strategic enrollment management planning is an institution’s efforts to identify, recruit, enroll, retain, and graduate a student body in accordance with an institution’s mission and goals while also maintaining fiscal sustainability.

The Way Forward

Establish a Strategic Enrollment Management Committee (SEMC) to Develop a (living) Strategic Enrollment Management Plan and Timeline

  • Fall 2024
    • Present to constituents for review, revision, and approval.
    • If approved by constituents, build committee membership so there is a team ready in Spring 2025.
  • Spring 2025
    • SEMC team meets, reviews Fall Workshop feedback, and works on further laying the groundwork:
      • Conduct inventory of campus initiatives, programs, etc that will need to be integrated into the strategic enrollment plan. For example, dual enrollment, Guided Pathways, Outreach, Umoja, and Puente–just to name a few;
      • Create enrollment plan template; and
      • Create a draft of the process and timeline for the committee’s work.
  • Fall 2025
    • SEMC officially begins drafting the comprehensive and holistic SEM plan.

What is a SEM Plan?

A strategic enrollment management (SEM) plan is a process that helps an institution achieve and maintain its enrollment goals. It's a central part of an institution's strategic plan and is student-centered.

An SEM plan should be:

Goal-oriented: Set clear goals for the number and types of students needed

Actionable: Include a planning timeline and market prioritization

Measurable: Create a data-rich environment to evaluate strategies

Aligned with institutional priorities: Address all aspects of the institution's mission

Connecting SEM to Our Strategic Plan
