  • IUU Fishing Risk: The possibility of IUU fishing causing significant harm to the fisheries (people and ecosystem) in a particular area.

Scaling Up the Use of the I-FIT Tool

Municipalities

Regions

National

Municipal waters are the basic and smallest spatial unit of application of the IUU Fishing Index. The indicators for the current version are focused on threats in these waters. It is highly recommended that the prevalence matrix be filled out monthly instead of annually.

The individual municipal IUU Fishing Index reports verified by the provinces are then consolidated at the regional level via the BFAR Regional offices. The current IUU Fishing Index need to be amended to incorporate factors affecting IUU fishing threats outside municipal waters. At this scale the regional office assesses the IUU Fishing threats outside municipal waters but within their jurisdiction.

The different municipal, provincial, & regional-level IUU Fishing Index and Threat assessments can be consolidated and summarized at the FMA-level. If this is desired, the Regional-level assessments would then have to be disaggregated by FMAs. Municipal waters are easily grouped by FMAs. The IUU Fishing Index can then be used to inform FMA-level planning and management.

National:

Finally, the national-level assessment will be completed by BFAR Central Office by consolidating information across multiple national law enforcement agencies and international partners on IUU Fishing Threats in waters well beyond the capacity of regional offices, closer to the EEZ boundary. This includes poaching by foreign vessels and international-level IUU fishing issues.
