Grant boundary area:

North Portland peninsula and Hayden Island, bordered by the Willamette and Columbia Rivers; the Western border is defined by the Peninsula Drainage Canal to Martin Luther King Jr Blvd to Ainsworth Blvd, to I-5. This area includes St. Johns, Cathedral Park, University Park, Overlook, Portsmouth, Kenton, Arbor Lodge, Hayden Island, Bridgeton, East Columbia, and Piedmont neighborhoods

Applicants organizations do not have to be located in the boundary area as long as the programs, projects or services benefit the community inside the boundary.

Funded by a surcharge on waste at the Metro Central Transfer Station located off of Highway 30 in Northwest Portland

This facility accepts: garbage, recycling, household hazardous waste and food scraps.

Metro Central transfer station was opened in 1991, and the Community Enhancement Grant program for this facility began later that same year and awarded the first round of grants in 1993.

Metro Central Enhancement Grants benefit the neighborhoods of Forest Park, Cathedral Park and Linnton; the Northwest District Association and the Northwest Industrial Area; and an area directly adjacent to the St. Johns Bridge.

Since then, $3.9 million in funding has gone to a total of 388 community projects within the target area defined around the facility, shown here on the map.

The project must be located in the solid waste community enhancement area boundary as specified by the solid waste community enhancement committee or the project must benefit individuals or programs located inside the solid waste community enhancement area boundary.

Re-emphasize that Org. can be outside of target area, just project needs to be IN

The project applicant must be:

A non-profit organization, including without limitation a neighborhood association or charitable organization with 501(c)(3) status under the Internal Revenue Service; or

A local government, local government advisory committee, department or special district provided that they include documented support from the local government executive officer.

The project must not be used to replace any other readily available source of federal, state, local or regional funds.

The project must not promote or inhibit religion.

The project must not discriminate based on race, ethnicity, age, gender, or sexual orientation.

If the project is located on private land, the project application must establish a clear public benefit and must document landowner permission.

Provide programs, training, or services that benefit youth, seniors, low-income individuals, people of color, veterans, or other under-resourced populations.

Increase reuse, recycling, and waste prevention opportunities.

Improve the environmental quality of the area.

Preserve or enhance wildlife and natural areas within the target area.

Improve or increase recreation opportunities for residents in the target area.

Rehabilitate and upgrade property owned or operated by non-profits.

Improve the safety, appearance, or cleanliness of neighborhoods.

2025 Goal: Initiate measures to prevent displacement of residents and small businesses in North Portland.

Insurance requirements

Insurance Coverage: Organizations will maintain adequate insurance coverage for their project or sponsored project as required by applicable laws and regulations. Grantees must have the following types of insurance and provide proof of coverage during the active grant phase:

Commercial general liability insurance level: minimum $1,000,000 per occurrence.

Automobile bodily injury and property damage: minimum $1,000,000 per occurrence.

Workers' Compensation insurance as required by state law: Workers’ Compensation exemption forms available

Payments and Reporting

Installment 1 (75% of grant) will be disbursed upon execution of the grant agreement. �Installment 2 (25% of grant) will be disbursed after grantee has spent the first installment and provided Portland Harbor Community Coalition with a report documenting how the grant funds were spent.
