MANAGERS MEETING/TOURNAMENT CREDENTIALS BINDER

There will be a mandatory MANAGERS meeting with the Tournament Director at 1:30 pm on Friday, July 16th. Tournament credential binders MUST be provided at this meeting. These Binders must contain the following documents pursuant to Section 11.04 of the Cal Ripken Rule Book

  • Certificate of Coverage of League’s Group Accident Insurance Policy;
  • Certificate of Coverage of League’s Commercial General Liability Insurance Policy;
  • Official Team Roster certified and signed by League President;
  • Letter of Tournament Eligibility Form,
  • Consent for Treatment Forms;
  • A Color Team Photos with identification;
  • Coaching Certification I.D. card or certificate for all rostered coaches.
  • Safe Sports Act Certifications for all managers and coaches.

Credential binders will be then be held by the Tournament Director and returned after your team is eliminated from competition or wins the Tournament.

Each team must bring their state flag (3’x5’) and present it at check-in so that we can recognize each state represented in our tournament.

TOURNAMENT RULES

All Cal Ripken Division Tournament Rules are in effect. ALL Teams must follow these, without exception. All Team Managers are required to have a 2019 Cal Ripken League Official Rule Book in their possession at all times during the Tournament.

PITCHING RECORDS/SUBSTITUTIONS

Tournament substitution and pitching rules shall apply. Please announce all substitutions and player re-entries to the Official Scorer ahead of time located at Field 4. All pitching changes must be given to the Official Scorer and Umpire as well as soon as changes are made. The Official Scorer’s pitching log will govern for Tournament eligibility. We highly recommend all teams verify their pitching log with the Official Scorer upon the conclusion of each game with a Tournament Official or the Official Scorer, and ask Managers to sign the Official Scorebook.

TOURNAMENT UNIFORMS

Babe Ruth League / Cal Ripken Tournament rules require ALL Players and Coaches to be in uniforms with no duplicate jersey numbers. Uniforms must also have Cal Ripken patches affixed to them. Coaches must be in baseball pants matching their team uniforms and have a numbered jersey and matching hat.

HEADGEAR

ALL PERSONNEL warming up a pitcher MUST wear proper headgear! This includes on and off the field, and includes everyone, Players, Managers, Coaches, and Parents. NO EXCEPTIONS.

BASEBALLS

All baseballs will be provided by Cal Ripken. Foul balls are expected to be returned to the umpires immediately. Home run pins will be handed out at the conclusion of the game.

GAME LENGTH

All tournament games shall be 6 innings in length, except when shortened by the mercy rule or extended by extra innings. In case of inclement weather, the game shall be suspended at the time of stoppage and completed at the first available moment as designated by Tournament officials.

BAT BOY (GIRL)

The use of a “batboy” is allowed and that player must have a helmet on at all times, regardless of the age of the bat boy (girl).

OFFICIAL SCOREKEEPER

The HOST shall provide an official scorekeeper. This scorekeeper shall also be the official scorer and keep track of all pitching. Each manager must sign off on the pitching after each game. All substitutions shall be made to the official scorekeeper.

HOME TEAM / DUGOUT ASSIGNMENTS

Home Team is designated on each position of bracket. Home Team shall use the 1st base dugout. All Teams are requested to make sure to clean their respective dugouts prior to leaving.

BATTING CAGES / PRACTICE

The complex has 2 batting cages. CP Field has been assigned as a practice field. 90 minutes prior to start time, the “home” team has CP Field and the “away” team has the batting cages for 30 minutes. 60 minutes prior to start time, the “home” team has the batting cages and the “away” team has CP Field for 30 minutes.

Teams must report to their dugouts on the Field 30 minutes prior to the game. Home team will get 10 minutes on field prior to the start of the game, and then the Visitors will also get 10 minutes. 10 minutes prior to the game all teams shall be warmed up and in their respective dugouts ready for introductions.

STARTING LINEUPS

Lineup cards complete with players first name, last name and uniform #, should be turned into the Official Scorer at least 30 minutes prior to the start of the game.

ON DECK CIRCLES

There are designated on–deck areas, which will be pointed out by the umpires prior to the game. Only one (1) player may be in the on-deck area at any time.

UMPIRES

Be sure to bring umpire fees of $70 per game, per team. Two umpires per game, except for semi and final where three umpires will be used.

PROTEST COMMITTEE

Each Team will provide one (1) person per game, if required, to serve on the Protest Committee. The Manager shall advise the Protest Committee Chairman of his designate 10 minutes prior to the start of each game. Protests must be lodged at the time of the disputed rule interpretation and will be decided at the time of the protest, not after the game. As a clarification, judgment calls cannot be protested.

HOMERUN PINS

A homerun pin will be presented at the end of each game to players for each home run hit during that game.

PLAYER OF THE GAME

At the completion of each game, the official scorekeeper will select a player of the game from each team. Each player selected will be presented with a player of the game pin.

Opening ceremonies will include 5 different skill competitions. We ask that you give thought to who is participating in each event prior to your arrival as to facilitate a quick transition from opening ceremonies to our skills competitions.

PLAYER INSTRUCTIONS FOR NEW ENGLAND REGION BASEBALL TOURNAMENTS

Officials of the New England Region of Babe Ruth Baseball and the Host League volunteers will be doing everything possible to ensure that all teams will have a pleasant and memorable experience. We ask for complete cooperation in adhering to the following rules to avoid any conflicts while at the Regional Tournament.

ASSISTANCE: We want all participants to thoroughly enjoy themselves during the tournament. If you need assistance, contact your team manager immediately. The manager, in turn, may request assistance from Tournament Headquarters and the Babe Ruth Tournament Director.

CONDUCT: Players must be on their best behavior both on and off the field. Any misconduct could cause you to be disqualified from participating in the tournament and could adversely affect the rest of the team. Derogatory comments directed toward other players or the umpires will not be tolerated.

SCHEDULE: Follow your team schedule at all times. Be at practice sessions, Regional tournament games and special events ON TIME, and dress appropriately for each function. Players may not leave any event without first receiving approval from the team manager.

APPEARANCE: As representatives of your State we expect you to dress in a manner reflective of your pride in being chosen. You may dress informally and comfortably, however be sure to follow the following guidelines:

BALLPARK: When teams enter the field for the game, they will be in full uniform, no warm ups or hitting shirts will be allowed. When in uniform at the ballpark, players shirts will be tucked in and caps worn properly. Equipment (bats, gloves helmets, etc.) shall be neatly stacked in their proper places at all times (inside the dugout).

UNIFORMS: Each player on the same team shall wear a different number on their uniform. The Official Babe Ruth or Cal Ripken shoulder emblem must be worn on each team members left shoulder sleeve. For sleeveless uniforms the shoulder emblem must be worn on the left chest. Approved caps with the official Cal Ripken or Babe Ruth emblem will be permitted in place of the shoulder emblems.

HOST TEAM: Members of the Host team are treated and are subject to all the same regulations as the other teams in the tournament. All members of the Host team will be required to attend check in and orientation as all of the visiting teams do.

Individual Event Skills Competition

  • Home Run Derby

Who: max 2 Players per Team

Goal: Hit Most Home Runs

Award: 1st Place Trophy

Location: Lower Field

Rules: Players will hit off a live pitcher and will attempt to hit a fair ball home run over the fence Most Home Runs win. 8 Swings Per Player in both the preliminary and final rounds. Players must provide their own pitcher. An L-screen will be provided. Top 4 players from preliminary round will participate in the finals. If there is a tie in either round, a Hit Off will be played; 4 Swings each Player until tie is broken. Must use Cal Ripken approved bat.

  • 40 Yard Dash

Who: All player may participate

Goal: To be the fastest runner

Award: 1st Place Trophy

Location: Ledoux Field

Rules: Player will be timed running from start line to finish line. Fastest time wins. Runner must start behind the finish line. Clock starts when the announcer says “GO” and stops when the runner crosses the finish line. If there is a tie for first place, the tied runners will rerun the race.

  • Golden Arm

Who: 2 players per team and any players in a +12 roster

Goal: To have most accurate outfield throwing arm

Award: 1st Place Trophy

Location: CP Field

Rules: Player will have four throws; one to a target at second base, one to a target at third base, and two to a target at home plate. Two points will be awarded for hitting the target at second base. Three points will be awarded for hitting the target at third base. Four points will be awarded for hitting the target at home plate. Players will need to stay within a marked area of centerfield. Targets can be hit on the fly or the bounce. If there is a tie, each player will have an additional throw to the home plate target until tie is broken.

  • Turn Two Challenge

Who: 4 players (3B, SS, 2B, 1B) and 1 Coach per Team Goal: To have the fastest time turning double plays Awards: 1st Place Medal for each person on team Location: Lower Field

Rules: Players are positions at 3B, SS, 2B, 1B. Coach hits ball to 3B who throws to 2B who throws to 1B. Once the 1B catches the ball, the coach hits the ball to SS who throws to 2B who throws to

1B. Once the 1B catches the ball, the coach hits the ball to 2B who throw to SS who throw to 1B. The clock begins once the coach hits the first ball and ends when the 1B catches the last ball. 2 second penalty for any base missed by fielder. Each team gets two back-to-back turns and keeps best

time. Players may not switch positions between turns.

  • Team Relay Race

Who: 4 players per team

Goal: To have the fastest time running the bases Awards: 1st Place Medal for each person on team Location: CP Field

Rules: Team will be timed running a relay race from home plate to home plate (home to first to second to third to home) using a baseball as a baton. The first runner must start within at least one foot on home plate. Clock starts when the announcer says “GO”. The runner will run around the bases and hand the baseball off to the next runner at home plate. The next runner must receive the baseball from the previous runner before he can start. Clock stops when the fourth runner steps on home plate. Any missed base will result in a 3 second penalty. If there is a tie, a Runoff will occur between one runner of each team running home-to-home.

ALL PLAYERS MAY PARTICIPATE IN THE 40 YARD DASH.

EACH PLAYER MAY COMPETE IN ONE ADDITIONAL EVENT. HOME RUN DERBY IS LIMITED TO 2 PLAYERS.

ONE GROUP OF 4 PLAYERS PER TEAM IN THE TEAM RELAY RACE AND THE TURN TWO CHALLENGE.

ALL REMAINiNG ROSTERED PLAYERS MAY PARTICIPATE IN THE GOLDEN ARM EVENT. NO PLAYER MAY PARTICiPATE IN MORE THAN ONE EVENT, WITH THE EXCEPTION OF THE 40 YARD DASH.
