What are the Functions of the LGUs?

  • Ensure the establishment and functionality of the VAW Desk in every barangay;
  • Provide technical and financial assistance to barangays;
  • Develop, produce, and distribute IEC materials that will raise public awareness of the nature, cause and effects of VAW;
  • Implement measures to prevent and/or eliminate VAW;
  • Conduct relevant advocacy campaigns, projects, and programs to promote awareness about VAW;
  • Provide assistance and services to victim-survivors of VAW-related cases;
  • Monitor the establishment and evaluate functionality of VAW Desks within its jurisdiction; and
  • Provide recognition, award, and incentives to barangays.

What are the Functions of the LGUs

  • Enact an ordinance or, if existing, update the ordinance on the establishment and sustained operations of a VAW Desk;
  • Issue an EO designating the Barangay VAW Desk within the first 100 days upon assumption to office;
  • Establish the Barangay VAW Desk Officer and ensure its functionality;
  • Ensure the integration of the Barangay’s Gender-Responsive Plan in the Barangay Gender and Development Plan and Budget, Barangay Development Plan (BDP), and Annual Investment Program (AIP)
  • Ensure the participation of the VAW Desk Officer in the gender-sensitivity-related training;
  • Set up a Barangay Referral Network for Barangay VAW Desk; and
  • Promote the Services being provided by the VAW Desk for women victim-survivor.

  • A physical facility that addresses VAW and gender-based violence (GBV) cases in a gender-sensitive manner.

  • Serves as a frontline responder to VAW complaints and requests for assistance.

  • It shall be established through an Ordinance by the Punong Barangay.

  • It shall be established within or near the barangay hall or put up close to where the PB holds office.

  • It should be situated in a place where the confidentiality, privacy, and safety of the client will not be compromised.

Who is a Barangay VAW Desk Officer?

  • Designated by the Punong Barangay who will manage the Barangay VAW Desk.
  • Preferably a female Sangguniang Barangay Member or a female barangay tanod.
  • A community volunteer provided that she possesses the qualities of a VAW Desk Officer, in cases where there are no female SBM or female barangay tanod.

  • Trained officer who undergoes basic gender sensitivity training, survivor-centered handling cases training, and orientation on anti-VAW laws such as:

  • Anti-Sexual Harassment Act

What are the Functions of the Barangay VAW Desk Officer

Respond to gender-based violence cases reported to the barangay 24/7.

Record the number of gender-based violence case.s handled by the barangay and submit quarterly report on all VAW cases to the C/MLGOO and C/MSWDO.

Keep VAW case records confidential and secured.

Assist victims of VAW in securing Barangay Protection Order (BPO).

Develop the Barangay Gender-Responsive Plan.

Coordinate with and refer cases to government agencies, NGOs, and other service providers as necessary.

Address other forms of abuse committed against women, especially senior citizens, women with disabilities, and other marginalized groups.

Who is a Barangay VAW Desk Officer?

Maintain and regularly update a referral system .

Lead advocacies on the elimination of VAW in the community.

Attend case conferences requested by the social worker.

Assist in the formulation/updating of ordinances and/or policies to address VAW issues in the barangay.

Act as Anti-Sexual Harassment (ASH) Desk Officer to assist victim-survivors of sexual harassment pursuant to the SSA.

Accomplish the Barangay Officials Information Sheet (BOIS) and submit a copy of the accomplished BOIS to the concerned C/MLGOO.

Perform other related functions as may be assigned.

The Punong Barangay or in his/her absence the Sangguniang Barangay Member on duty, to take immediate action upon being informed of a violent incident and to issue a BPO on the date of file after ex parte determination of the basis of application.

Schedule and conduct hearings on applications for a protection order above all other business.

All forms of amicable settlement under the Katarungang Pambarangay shall not apply to cases of VAWC.

The Barangay VAW Desk Officer must observe the protocols and procedures when responding to VAW situations

The Barangay VAW Desk Officer shall not dismiss or ignore a VAWC incident by a concerned citizen.

  • If the victim-survivor decides to obtain a BPO, immediately assist her in filing for an application for BPO.
  • Brief the victim-survivor about the Barangay Protection Order and how to secure it.

  • Get the pertinent details of the incident from the person who made the report, such as but not limited to the following:
  • Name, address, age, sex, and gender of the child victim-survivor;
  • Location of the child victim-survivor and/or where the OSAEC and CSAEM incident occurred;
  • Name and address of the alleged or suspected offender;
  • Manner of committing the alleged offense; and
  • Names and addresses of witnesses, if any

  • Immediately coordinate with the nearest police authorities when the alleged OSAEC and CSAEM incident has just happened.

  • Name, address, age, gender, nationality, ethnicity (i.e., Indigenous People) of the trafficked person, and whether he/she is with or without disability;
  • Location of the trafficked person and/or where the TIP incident occurred;
  • Name and address and nationality of the alleged or suspected recruiter or trafficker;
  • Manner of committing the alleged recruitment or TIP;
  • Names and addresses of witnesses, if any; and
  • Social media identifiers, account names and other social media identifiers, account user details, as applicable
