Research the issue

All facts about parrots and industry - how long they live, why they should be pets, how they are bred, how the industry works.
Are there laws at state level or city level around this issues? Has other cities passed laws that you can use?

Washington DC, Cambridge, MA and Arlington, MA banned sale of all animals in retail stores including birds
At least two additional cities banned the sale of birds (Ferndale, MI and Hazel Park, MI).
Rhode Island

If you expand it to all pets - you may be able to pull in other animal rights organizations to your cause.
Who would be against it? Store selling birds? How long have they been around? People will be less sympathetic to chain stores like Petco and more to mom/pop stores.
Financial benefits to city? Would the city or animal services save any animals from not having to rescue parrots?
