CHRONOLOGY:

  • Redevelopment of Pune Railway station was proposed and sanctioned in year 2022.
  • Further, tender was floated and bids invited across India for consultancy contract by Rail Land Development Authority (RLDA), New Delhi, in August-2022 to the estimated cost of Rs.60,42,000/-
  • Accordingly, contract for consultancy was awarded to M/s Creative Group LLP, Noida vide LOA no RLDA/2022/Redevelopment/Pune/Railway station/2701 dated 01.11.2022 for amount of Rs.36,25,200/-.
  • This tender included scope as study and submission of various reports, Master Plan, obtaining NOCs from various authorities, Bid process management, Support during execution etc.
  • Multiple meetings took place between RLDA officials, consultant with ADRM/PA and other officers.
  • Consultant submitted KD1 & KD 2 to RLDA with approximate cost of project Rs. (473.13 + 364.56) = Rs. 837.69/-
  • Presentation to GM/CR is given on 07.03.2024, observation received on 23.04.24 by GM/CR.
  • The consultant presented the Master plan to Municipal Commissioner of Pune on 22.05.2024 the discussion were deliberated upon all possibilities to make the project a success by offering various options to mitigate the encountered obstructions.
  • Joint meeting with DRM PA, RLDA & Consultant done on 05.08.24. DRM proposed for change in the general arrangements and undertake revision for the commercial component.
  • Revised Master plan considering re-location of existing bus stand was briefed to DRM/Pune along with BO’s on 24.09.24.
  • Joint site visit with representative of MSRTC, Revenue Dept., PMC, RLDA & Division held on 24.09.2024 for re-location of MSRTC bus stand and one location adjacent to bus stand out of three was recommended jointly.
  • Pune division vide letter dated 26.11.24 asked for further clarifications concerning the movement of Traffic in and around the station premises as per the proposed Master Plan.

CHRONOLOGY:

  • Station inspection of Pune Station was done on 10.01.2025 by GM/CR.
  • During Hon’ble MR visit on 03.05.2025 at Pune, it was decided to transfer the work of Pune station Redevelopment to Railway. Railway Board has transferred the work to Central Railway vide L.no. 2022/SD-II/22/01/3 (3381601) dtd 15.05.2025. Hence the work was handed over to Gati Shakti Pune vide letter dated 17.05.2025 along with Draft Novation agreement by RLDA to CPM/GSU/PA.
  • During site visit by CAOC(RSP) and CPM/GSU, it was instructed to reiterate the traffic flow on main entrance side of station and to review of parcel office location as per updated ESP of Pune station.
  • A meeting with DRM/PA, BOs and consultant was done on 29th Aug-25.
  • It was discussed to study the above aspect of traffic flow on main entrance side and explore the possibility of both way flow for approach road of main entrance of station.
  • It was discussed to review the parcel office location as per updated ESP of Pune station.
  • Novation agreement was finalized and signed on 25.09.2025.
  • Few modifications have been suggested by the division on the master plan. The revised master plan has been prepared and discussed with divisional officials as well as GM/CR on 20/02/2026. It has been suggested to bring down the cost from Rs. 621 Cr to below Rs. 500 Cr.

Grading of the Listed Buildings (GRADE 1 )

(A) Definitions

Heritage Grade 1 comprises buildings and precincts of National or Historic importance, excellence in Architecture style, design technology and material usage and / or aesthetics ; associated with a great historic event, personality, movement or institution. They have been and are the prime landmarks of the city and of National importance.

(B) Objective

Heritage Grade 1 richly deserves careful preservation.

(C) Scope for Change

No interventions be permitted either on exterior or interior unless it is necessary in the interest of strengthening and prolonging the life of the buildings or precincts or any part of features thereof. For this purpose absolutely essential and minimum changes would be allowed and they must be in accordance with the original. Repairs shall be with the use of like to like material.

(D) Procedure

Development permission for the changes would be given by the Authority on the advice of the Heritage Conservation

Committee.

(E) Vistas/Surrounding Development

All developments in areas surrounding Heritage Grade 1 shall be regulated and controlled by ensuring that it does not mark the grandeur of or view from Heritage Grade 1.

Maintaining Skyline

  • Building included in heritage precinct shall maintain the skyline, roof profile, built form edges, and respect the architectural style (without any high-rise development) as may be existing in the surrounding area, so as not to diminish or destroy the value and beauty of the said heritage building / heritage precinct. The development within the precinct shall be in accordance with the guidelines framed by the Authority on the advice of the Heritage Conservation Committee.

TRAFFIC ISSUES

  1. There is an underpass which reduces the potential for road widening.

  • One side has a railway officers' colony with a compound wall, and the other side has buildings, a petrol pump, etc.

  • This road has the potential for widening, but the reason behind the congestion is rickshaws and the jam at

the intersection near the

bus stand (A).

4. This road faces congestion from the exit road from the front entrance of the railway station.

  1. There is an overhead bridge over the railway tracks. This bridge reduces the potential for road widening.
  2. This road has high traffic volume, with a dargah on one side and Sohrab Hall on the other.
  1. The exit from the back entrance of the railway station contributes to traffic and delays. There is no scope

for road widening due to the platform.

  1. There is scope for road widening, as there is a chance to utilize the area under the station.

FEASIBILITY OF ROAD WIDENING

  • All the roads surrounding the railway station area have buildings on one side and the station area on the other side.

  • At point 7, there is a compound wall on the side of the railway station close to the platform, indicating that there is no possibility for road widening.

  • However, the green roads have the potential for widening on the side of the station boundary.
