BACKGROUND

  • Agriculture remains the main backbone of Uganda’s economic growth.
  • Agriculture grew by 6.8% in 2024/25, up from 5.6% in 2023/24 and and contributed 26.3% in FY2024/25 of the national GDP. Agriculture employs approximately 70% of Uganda’s population directly or indirectly.
  • The value of agricultural exports registered growth of 42 percent in FY 2024/25. Performance was attributed to the increased volumes and quality of coffee, dairy, fish and maize exported.

AGRO-INDUSTRIALIZATION FOCUS AREAS

Emphasis of the interventions therefore focused on;

  1. Developing and operationalizing value addition infrastructure; Strengthening harvest and post-harvest handling;
  2. Enhancing production and competitiveness of agricultural products for domestic, regional and international markets;
  3. Strengthening specialized extension services;
  4. Strengthening the adoption and integration of STI in agriculture;
  5. Strengthening farmers field schools and cooperatives;
  6. De-risking agro-industry;
  7. Eliminating counterfeits & low quality agro-inputs;
  8. Strengthening coordination, legal, and institutional framework for agro-industry.

KEY ISSUES TO BE ADDRESSED BY AGI

  1. Low production and productivity; worsened by proliferation of counterfeits
  2. Failure to produce in response to the market demand
  3. Failure to comply to the international standards on sanitary and Phyto- sanitary standards
  4. Low mechanization, the limited mechanization available is in primary raw products
  5. Low access to feed and feed quality control for all enterprises
  6. Improper pre- and post-harvest handling services/practices.
  7. Limited value addition exemplified through the export of raw agricultural commodities
  8. Weak farmer organization into formidable economic groups/ cooperatives
  9. Limited access to credit and insurance
  10. A large proportion of households, 33 percent, is still stuck in the subsistence economy
  11. Policy inconsistences that hinder the development of agricultural value chains

Strategic Objective 1: Sustainably increase production and productivity in agriculture

    • Strengthening the Agricultural Extension System to increase the uptake of fertilizers use and adoption of new technologies through the "single-spine" extension service to deliver knowledge directly to farmers. This includes:-
      1. Produce, multiply and distribute quality seed and inputs
      2. Strengthen pest, vector, disease management and control
      3. Inspection and certification
      4. Post harvest handling and management

  1. Work with the farmers and other stakeholders to ensure compliance to standards at harvesting, post-harvest handling and storage
  2. Build the capacity of farmers and stakeholders to use appropriate harvest, post-harvest handling and storage technologies

Strategic Objective 3: Develop, operationalize and optimize agro-processing and value addition infrastructure

  1. Build the capacity of the farmers to make use of the existing agro-processing and value addition infrastructure as well as ensure compliance to requisite standards
  2. Guide the private sector and other stakeholders to invest in appropriate agro-processing and value addition technologies

Strategic Objective 4: Deepen Increasing market access and competitiveness of agricultural products in domestic, regional and international markets

Work closely with farmers and other stakeholders (UCA, TGCU, EAGC) to be compliant to product quality requirements and standards (National, Regional and International)

Strategic Objective 5: Increase access to agricultural finance and insurance.

    • Work closely with Financial Institutions and other stakeholders to promote affordable and appropriate agricultural financing mechanisms and scale up agricultural Insurance (UAIS, IRA, Abi Trust)

NEXT STEPS

Recruitment Prioritize filling the 3,000+ extension worker vacancies at the sub-county level.

Digitalization Integrate e-vouchers and digital extension tools to improve transparency and reach.

Monitoring enhance the Production and Marketing Grant (PMG), Extension Grant, PDM grant, Micro Scale Irrigation to include specific activities for monitoring, supervision and overall oversight.
