The Reflection Group recommends the following:

The RG unanimously recommends a three-year term for the SP team (starting 1 September 2026, for the SP and the two SP deputies).

in case the required majority is not reached (⅔ votes, 50% of quorum), backup solution:

Due to the pressing challenges during LS3 and to mitigate risks of disruption, the RG recommends a three year term for SP1 (and the two deputies).

The SP2 term will go back to 2 years for SP2 and subsequent terms

SP term extension - (recent) history

• Sustained relationship of CMS with external bodies, like Funding Agencies, RRB, LHCC, CERN management and other LHC experiments
• Sustained relationship with Institutes, system managers and coordinators, Early Career Researchers (see later for YSC statement), CB bodies
• Our longer time for publication, recommendations from task forces, etc., requiring sufficient time for implementation
• Three years is especially crucial during the LS3 period of construction and installation of the Phase 2 detector, needing a dedicated SP team following closely activities at P5 →Continuity without disruption is essential in this period.

Mainly concerns for D&I: risk to exclude from the pool of candidates

• persons who come from universities and have teaching duties
• persons who come from far institutes who would have to leave home and families and relocate in Geneva for many years
• women who often feel very engaged in their families and would not dare to do it
