HOW BOARD MEMBERS ARE SELECTED

  • Each of North Carolina’s 100 counties has a county board of elections with five members who are registered voters in that county.
  • The State Board of Elections appoints four members – two Democrats and two Republicans – to each county board of elections.
  • The state chairs of the Republican and Democratic parties recommend three registered voters to the State Board.
  • The State Board chooses two members from each party to serve on each county board. They serve two-year terms.
  • The governor appoints the chair of each county board.

  • The State Board of Elections may remove any member of a county board for incompetency, neglect or failure to perform duties, fraud, or for any other satisfactory cause.

DUTIES OF COUNTY BOARDS OF ELECTIONS

  • Make and issue rules, regulations, and instructions necessary for the guidance of election officers and voters.
  • Appoint chief judges, judges, assistants, and other elections officials, and determine where they will serve. The county board also removes officials if the need arises.
  • Investigate irregularities, nonperformance of duties, and violations of laws by election officers and other persons, and report violations to the State Board.
  • Contract for the printing of ballots and other supplies used in registration and elections; and provide for the delivery of ballots, pollbooks, and other required papers and materials to voting places.
  • Buy and maintain voting booths, ballot boxes, registration and pollbooks, maps, flags, cards of instruction, and other forms, papers, and equipment used in elections.

  • Certify results in all ballot items on the official ballot in the county.

  • The mission of the Chatham County Board of Elections and the Elections Office is to plan, organize, conduct secure elections in Chatham County according to state and federal election laws. Also, to ensure that all residents have the right to vote, and vote in fair and impartial elections.

Important 2022 Primary Dates

  • Candidate filing resumes at 8:00 A.M. Thursday, February 24th, and ends at noon on Friday, March 4th.
  • Friday, April 22nd, 2022, is the Voter registration deadline at 5:00 P.M.
  • April 28th, 2022, One-stop, in-person early voting period begins
  • May 10, 2022, Deadline for civilians to submit an absentee ballot request form for the 2022 statewide primary.
  • May 14, 2022, One-stop, in-person early voting period ends at 3 p.m. for the 2022 statewide primary.

WHO MAY VOTE

  • No person shall be entitled to vote or otherwise participate in the primary election of any political party unless that person complies with all of the following:
  • Is a registered voter
  • Affiliated with the political party in whose primary the voter proposes to vote or participate (Democratic, Republican, or Libertarian).
  • Any unaffiliated voter who is authorized under G.S. 163-119
  • Any 17 year old who registers to vote prior to the voter registration deadline may vote in a Primary Election, only if they will be 18 years old on or before the day of the General Election

HOW TO SAME-DAY REGISTER

Same-day registrants must attest to their eligibility and provide proof of where they live.

A voter attests to their eligibility by completing and signing the North Carolina voter registration application (available in English or Spanish).

The voter must prove their residence by showing any of the following documents with their current name and address:

  • North Carolina driver’s license.
  • Other photo identification issued by a government agency.
  • Any government-issued photo ID is acceptable, provided that the card includes the voter’s current name and address.
  • A copy of a current utility bill, bank statement, government check, paycheck, or other government document showing the voter’s name and address.

PROCESSING & VERIFYING SAME DAY REGISTRATION APPLICATIONS

  • Within two business days of the person’s registration, the county board of elections will verify the registrant’s driver’s license or Social Security number, update the voter registration database, search for possible duplicate registrations, and begin to verify the registrant’s address by mail.
  • The registrant’s ballot will be counted unless the county board of elections determines that he or she is not qualified to vote in accordance with North Carolina law.

  • Polls open at 6:30 a.m.
  • Polls close at 7:30 p.m.
  • Registered voters are required to vote at their assigned precinct.

HOW ARE VOTES TABULATED?

ABSENTEE

MAIL

  • At each absentee meeting the board verifies that each mail in ballot has the proper signatures on each envelope before approving and opening each container before feeding the ballots into the tabulator.
  • Count is verified at the beginning of each meeting and at the end.
  • The votes are not tallied until Election Day. Totals are uploaded to the NCSBE for reporting. Results are not made public until after the polls close at 7:30 pm.

IN PERSON

  • At each absentee meeting the board approves each absentee ballot application to ensure the voter has signed, and the election official has witnessed the voter's signature before approving the applications.
  • At the beginning of each day, and at the ending of each the totals on each tabulator are verified by election officials.
  • The votes are not tallied until Election Day. Totals are uploaded to the NCSBE for reporting. Results are not made public until after the polls close at 7:30 pm .

ELECTION DAY

The votes are tallied when the polls close at 7:30 p.m. by the Chief Judge and Judges at the precinct.

Upon arrival at the board of elections office totals are uploaded to the NCSBE for reporting.

Ballots are properly stored in a secure location until the election is certified by the state.

PROVISIONAL BALLOTS

  • Election officials hold provisional ballots aside as they conduct research about the voter’s eligibility.
  • Based on the research, county board of elections members make final determinations about voter eligibility.
  • Election results are not finalized until all provisional ballots that are eligible are counted.
