Homeless encampments in Balcones Park and Greenbelt

  • MNA has been working with City of Austin to eliminate camping in the park.  Waiting for the city to clear out the campers and do an initial cleanup.  If not done by Nov 1 we will address during It’s My Park Day, Sat. Nov. 1.

  • Signs - we have requested NO CAMPING signs to be posted at the park and park entrances

  • City Meeting - Park Department is hosting a meeting on Dec 6 to discuss the City response to this issue.  We will report back.

Homeless encampments in Balcones Park and Greenbelt

Camp cleanup locations:

1) East end of the park where the Northern Walnut Creek Trail (NWCT) intersects with the Mopac Frontage road.  This is  also the route into Balcones Park for the NWCT urban trail.  This is the main area of the park with persistent camping that recurs within weeks of a cleanup.  Volunteers started cleaning this area last November during IMPD (Its My Park Day), did more cleanup in March IMPD and got Keep Austin Beautiful to sponsor another cleanup in April.  It only took a few months for the area to be trashed up again.  Currently waiting for APD and Parks to clear out the campers and cleanup the area.  Planning to do additional cleanup on Nov 1 during IMPD as needed.

2) Middle of the park between the NWCT and creekside trail.  Last Nov during IMPD, volunteers discovered an encampment.  APD and PARD did a partial cleanup.  During the April cleanup, a new camp was discovered and cleaned up.

3) Near Duval road (at the edge of the woods the informal "creekside" trail enters the park (at the North side of the tunnel passage under Duval). Reported to APD in July 2024.  Currently waiting for APD and Parks to clear out the campers and cleanup the area.  Planning to do additional cleanup on Nov 1 during IMPD as needed.

4) The creek greenbelt South of Duval,  along trail that passes between Mesa Verde and San Marin Apartments, passing National instruments to the south.  The city acquired this property - scattered trash and campfire remnants.

Other Items being addressed near Milwood

  • Repairs to Duval Road Dam  The city is working on plans to address maintenance of the dams that are integrated into Duval Road where it crosses Walnut Creek between the railroad and Mopac (2 locations).  Information will be shared once the design is closer to being completed (anticipated by the end of 2025).  The city has indicated that they intend to maintain the trails that currently pass under Duval Road in these locations. (Erik emailed Henry Price 10/12/25 for a status update)
  • Union Pacific Railroad and Whispering Valley Flood project.  The Railroad replaced the old undersized culvert with a much larger bridge last December.  The city is still working on the plans to alleviate flooding upstream of the railroad.  (Erik to contact city for timeframe update)
