- on file with SubFinder (CTC doesn’t update us)

-Valid TB document on file with SubFinder

-Work at least one day within last year

-Must be eligible to work in a classroom to get paid

CTC has changed some requirements for subbing and emergency credentials:

Basic Skills Requirements and CBEST are no longer a requirement for those with a Bachelor Degree.

  • Affordable Care Act (ACA):
  • Law passed in 2010
  • Applies to Substitute Teachers who:
    • Work an average of 130 hours per month
    • “Look Back” method
      • Annual Review: November 1st - October 31st

HEALTH BENEFITS FOR SUBSTITUTE TEACHERS

Background Info:

  • Outside of ACA, the district does not offer health insurance to SUB/part-time employees scheduled to work less than 4 hrs per day (under 0.50 FTE).
  • CalPERS (determines the enrollment eligibility for our medical plans) requirements include the “employee must be appointed to a job lasting at least 6-months and one day and work at least half-time to be eligible to enroll in a CalPERS health plan.”

ACA Eligibility for Benefits Information:

  • An Offer of Health Insurance Letter is mailed to qualifying subs, explaining why they are eligible for our health insurance and a deadline for them to respond to enroll in coverage.
  • Coverage is effective 1/1/2025 and will continue through 12/31/2025.
  • In November, we will review the hours subs worked during the next measurement period of 11/1/2024 – 10/31/2025, to determine their eligibility for our benefit plans for the 2026 calendar year.

  • Substitute Teachers who are not provided time during teacher staff meetings (long terms only) are paid for training through timesheets.
  • Print a copy of the completion certificate for each training session required.
  • Attach the certificates to a timesheet that is only for Keenan (don’t combine with sub jobs)
  • List each training by name on the timesheet
  • Submit the timesheet AND completion certificates to Risk Management
  • Risk Management processes the timesheets and send to payroll
