What is Climate Goals Tracker?

Powerful new tool to help Massachusetts communities:

  • evaluate where they are with decarbonization, through adoption of key technologies in the residential sector
  • set goals
  • track progress toward these goals

21 of 53

Tracks adoption of three technologies,Helps communities set adoption goals,

for:

  • Electric Vehicles, EVs
  • Heat pumps, HPs
  • Roof solar installations, PVs

[Link will be provided in chat, at end of presentation]

Example: Framingham

24 of 53

Why do communities need it?

  • Massachusetts legal obligation to reduce, by 2030 its GHG emissions by 50% relative to 1990

  • 2020 “Mass Decarbonization Road Map” (and subsequent CECP statements) translated this into numbers of EVs, HPs, and PVs required by 2030.

If each community increases, every year, the number of:

EVs by 90% (relative to 2024),

HPs by 50% (relative to 2023),

PV capacity by 10% (relative to 2022),

Then the state will meet its 2030 goal.

Presented by:

Jack Lundgren

MCAN Program and Advocacy Director: Embodied Carbon

38 of 53

Together We Will Target:

Upcoming Municipal Construction Projects

Autumn Initiatives Sep 2025

Why?

  • Public construction accounts for ~24% of the total built environment embodied carbon in the USA.

  • The public construction process includes opportunities for public input.

39 of 53

How MCAN Can Help You Reduce Embodied Carbon in Your Community

Autumn Initiatives Sep 2025

  • Newly developed model RFP language with embodied carbon requirements

  • Product of extensive research and collaboration with experts

  • You do not need to know about embodied carbon to incorporate

MCAN’s RFP Model Language

Autumn Initiatives Sep 2025

RFP Design Commitments Section

Smaller Projects (<50,000 sq ft)

  • Measure the upfront embodied carbon on the project and evaluate for possible reduction strategies

Larger Projects (≥50,000 sq ft)

  • Conduct a more rigorous whole building life cycle analysis

  • Pursue a reduction target of 30% from a user-modeled baseline representing a “business-as-usual” building

43 of 53
