How did they do that?

When caught in a tunnel ...

I was recently stopped in a tunnel and had the time to really look at the inside of it. So many questions about math that I saw. What is the ratio of lights that are on to the lights that are off - does it look like it is on purpose for saving energy? Why do the support beams begin at the height of the car and not of a truck ?
