INTRODUCTION
MEETING NORMS
At the start of each meeting, we will provide an opportunity for public comments. Individuals wishing to speak must sign in prior to the meeting and will be recognized by the Mayor in the order listed. Each speaker will have three minutes to address the council, and comments should relate to city business or items within the council’s authority. Following the public comment period, discussion will return to council members only.
To ensure our meetings are productive, fair and respectful, we will follow key norms drawn from Robert’s Rules of Order and from the Rules and Procedures adopted by the Eunice City Council. Council members are encouraged to contribute, but only one person speaks at a time, and all comments should be directed through the Mayor to maintain order and clarity. Side conversations or interruptions during discussion are discouraged so that everyone’s voice can be heard. Discussion will stay focused on the agenda as adopted, and personal matters or unrelated topics will not be addressed during meeting time.
If at any point a council member believes proper procedure is not being followed, they may raise a Point of Order, a polite way to ask the Mayor to clarify or correct the process before discussion continues. Motions and votes will guide our decision-making, ensuring that majority rule is respected while protecting the rights of all members. Through these procedures, we aim to foster open dialogue, efficiency, and professionalism in all of our meetings.
