�On 10 February 2021, USec. Anton Hernandez of the Department of Social Welfare and Development graced the MOA Signing on Yakap Bayan Program in San Juan, Batangas.

USec. Anton commended the LGU of San Juan, Batangas for their efforts in not leaving behind the Recovering Persons Who Used Drugs (RPWUDs). He also directed the LGU of San Juan to not just focus on what needs to be done, but what lies ahead – a municipality free from illegal drugs
Preparation for Program Implementation
Members of MADAC, LGU Officials and Employees of San Juan Batangas actively participated in “LAKBAY ARAL” at Lucban, Quezon on February 23, 2021. The LGU of Lucban was awarded by the United Nation for successful implementation of Yakap Bayan Program for RPWUDs in their locality.

Usec. Anton Hernandez of the DSWD presented the Yakap Bayan Program to the Association of Barangay Captains in the Municipality of San Juan, Batangas on March 9, 2021.

Day Care Workers contribute to the success of every program under the MSWD Office. Likewise to Yakap Bayan Program as they play a vital role as volunteers and barangay linkages. Hence, they were given orientation on YBP by the MSWDO, Mr. Arnold Enriquez and his staff.

The MSWDO provided orientation to the Pastors of PASJEM regarding the Yakap Bayan Program. PASJEM headed by Pastor Ruben Magpantay, is an active partner of MSWDO in helping the RPWUDs towards their journey to recovery. The association contributes to the enhancement of their spiritual belief and motivation to have a new and better living. The MSWDO provided orientation to the Pastors of the Association regarding the Yakap Bayan Program.

A total of 138 participants attended the orientation of Yakap Bayan Program in Brgy. Laiya Aplaya & Talahiban 2.0, San Juan, Batangas, Participants were composed of RPWUDs, BADAC Members, Community Volunteers (4Ps), BJMP Officers and facilitators from MADAC.
Profiling of Drug Surrenderers
A total of 769 drug surrenderers were interviewed by MSWDO Staff and San Juan CDWs. List of drug surrenderers of San Juan, Batangas was taken from PNP with total no. of 1565. Most of the surrenderers who were not interviewed are unlocated/unknown to the barangays.

A temporary office in RHU I building was provided by MHO to Yakap Bayan Program where in counseling sessions to RPWUDs were being conducted.
Screening and Treatment of RPWUDs
Purchase of drug testing kit
Local Government Unit of San Juan purchased 2,352 pieces of drug testing kits in November 2021 to be used for Community Based Rehabilitation Program and Yakap Bayan Program. MADAC budget was used for the purchase of said kits.

Dr. Nestor Q. Alidio, Jr., MHO of San Juan, Batangas conducted screening of the drug surrenderers to assess the level of their drug dependency for them to be given proper intervention based on the result of their ASSIST.
On July 7, 2021, Pastor Ruben Magpantay of PASJEM facilitated a spiritual counselling session to the RPWUDs from Laiya Aplaya and Balagbag. The group session was supervised by the MSWDO.�

RPWUD representatives from 27 barangays attended the orientation regarding Climate Change Adaptation and Mitigation – Cash for Work last September 21, 2021 at MAO with Sir Felix E. Leopango, Municipal Agriculturist and FITS Center Administrator, Ms. Fe B. Reyna.

RPWUDs who participated in the CCAM-CFW were given seeds and seedlings to be planted on their chosen areas in their respective communities.

Climate Change Adaptation and Mitigation-Cash For Work
257 RPWUDs out of 400 beneficiaries of CCAM-CFW from 27 Barangays received Php3,000.00 each for 10 days work in their respective barangays. Pay-out was conducted on November 18, 2021.
Skills Training
On Meat Procesing
Conducted in partnership with Municipal Agriculture’s Office and Provincial Agriculture Office of Batangas. 27 RPWUDs actively participated in this skills training held on November 18, 2021 at
MAO, Talahiban 2.0, San Juan, Batangas.
Basic Business Management Training
RPWUDs who are beneficiaries of capital assistance underwent Basic Business Management training last December 14, 2021 at ABC Session Hall. Sustainable Livelihood Program (SLP) Coordinator and PD Officer of SLP Region IV-A were the resource speakers for the training. RPWUDs elected their officers during the training who will lead their groups on their livelihood activities.
Pay-out of Livelihood Assistance to RPWUDs
44 RPWUDs received Php10,000.00 each from DSWD. This assistance will be used for the livelihood activity of the RPWUDs: Swine Raising and Meat Processing. Pay-out was conducted on December 16, 2021.
Meat Processing at Talahiban 2.0
(YBP Livelihood for RPWUDs)
RPWUDs from Brgy. Talahiban 2.0 together with their wives started their livelihood activity, Meat Processing last March 9, 2022. They processed tocino and tapa both 10 kilos each and marketed their products at their barangay.

RPWUDs from Brgy. Laiya Aplaya started their livelihood activity, Meat Processing last February 1, 2022 and March 9, 2022. They processed 10 kilos of tocino per session and marketed their products at their barangay.

DSWD Central Office and DSWD Region IV-A Field Office together with USAID conducted the pre-testing of Yakap Bayan Aftercare modules last July 12-16, 2021 at Kabayan Beach Resort, Laiya Aplaya. Six (6) RPWUDs actively participated in the 4-days activity.

Online training on YBP IS management was conducted last March 1, 2022. It was participated by Psychologist and Social Workers of LGU San Juan headed by MSWDO, Mr. Arnold Enriquez.
Data Privacy Impact Assessment
Virtual assessment was facilitated by DSWD FO and CO thru an external consultant to check the readiness of LGU San Juan in the implementation of YBP as a model building area last March 7, 2022. Staff of YBP, Psychologist, Arnold Jusayan and Social Worker, Delite Bautro and MSWDO/Data Privacy Officer, Mr. Arnold Enriquez.

MDT of San Juan attended 4 days training last May 17 - 20, 2022 at Leonida’s Exclusive Resort, Brgy. Banga, Talisay, Batangas.
Campaign Against Illegal Drugs
Drug Test of LGU Employees
The Human Resource and Management Office of LGU San Juan, as part of MADAC, conducted an authorized drug testing for LGU employees last February 23, 2022. The tested employees came from the departments: MENRO, MDRRMO and MEO. Results of the conducted drug testing was kept confidential and was given proper intervention by MADAC through the Chief Executive, Hon. Ildebrando D. Salud and HRMO, Mrs. Teresita Illustrado.
Capacitation of Badacs on Validation of Drug-Cleared Barangays
Philippine Anti Drug Agency (PDEA) headed by Assistant Regional Director, IA IV Billy Viray conducted a 3-day training workshop to BADAC (3 participants per barangay: Brgy. Chairman, Secretary and Peace and Order Committee Head) last November 10 – 12, 2021 at ABC Session Hall.
Seminar on Barangay Drug Clearing Program for BADAC of San Juan, Batangas
Conducted last June 20, 2022 at San Juan Evacuation Center. Participated by BADAC Chairman, Secretary and Peace and Order Committee Head from 42 barangays of San Juan, Batangas. The seminar was facilitated by MSWDO, SJMPS and PDEA Batangas.
Orientation on Drug-Free Workplace
Male employees of LGU San Juan participated in this advocacy activity made possible through the partnership of MSWDO, HRMO, SJMPS, PDEA CALABARZON and PDEA Batangas. The activity was conducted last July 12, 2022 at San Juan Evacuation Center, Brgy. Buhaynasapa, San Juan, Batangas
Trainer’s Training For BADAC Committee on Advocacy
PDEA CALABARZON and PDEA Batangas conducted a two-day seminar/workshop with BADAC Committee on Advocacy of 42 barangays of San Juan through the assistance of MSWDO and SJMPS. It was conducted last July 13 & 14, 2022 at San Juan Evacuation Center.
DepEd invitations to MSWDO for their Drug Awareness Campaign
OUTPUTS of the SAN JUAN SENIOR HIGH SCHOOL STUDENTS in the VIRTUAL DRUG AWARENESS CAMPAIGN last March 24, 2022. These outputs will be used as campaign materials to be posted in different barangays in San Juan.

Mr. Arnold Enriquez, MSWDO, received the award and 1 computer set last November 19, 2021 at Provincial Auditorium during the Week-long Observance of the Drug Abuse Prevention and control Celebration in the Province of Batangas. MADAC of San Juan ranked as Top 6 in the province of Batangas.

Meeting on Yakap Bayan Model Building
Last February 10, 2022 Multi-Disciplinary Team of San Juan headed by Municipal Mayor Ildebrando D. Salud participated in the meeting facilitated by DSWD Field Office IV-A with DSWD Central Office STB regarding Model Building of Yakap Bayan Program. Municipality of San Juan was selected as a model building area for YBP and thru this meeting, Dir. Marcelo Nicomedes J. Castillo and DSWD staff virtually congratulated San Juan for its achievements under the implementation of YBP.

MDT Meeting
Yakap Bayan Program Multi-Disciplinary Team of San Juan conducts regular monthly meeting which started last June 2022. The meeting aims to gather collaborative efforts of different stakeholders of YBP in program implementation and development.
Psychoeducation Session
Youth Sector of Brgy. Laiya Aplaya and Brgy. Talahiban 2.0 attended psychoeducation session last July 5 and July 6, 2022. Mr. Arnold Jusayan discussed topics about Drugs, Drug Abuse and Drug addiction as part of the prevention campaign on the use of illegal drugs.

MDRRMO thru Mr. Reneboy Banaag assisted by Mr. Jason Salas conducted a Basic Life Support Training to RPWUDs of Laiya Aplaya, Talahiban 2.0 and Escribano last July 7, 2022.
