November - Climate Rollback Bill

  • House response to Governor’s Energy Affordability Bill
  • Would have rolled back 5 years of climate progress, including our emissions reduction goals
  • Moved without a hearing process
  • Legislators reported more calls on this bill than ever before on any bill

February - House Energy Bill

  • Significantly improved from previous version
  • Almost all bad parts removed, excellent solar policy and third party suppliers language added
  • Poison pill remained: $1 billion cut to Mass Save

  • Still in the works, but will likely be released in the next two weeks
  • Pushing Senators to set the ceiling for negotiations
  • Demanding that Legislators:
    • Put People over Energy Profits
    • Strengthen Mass Save

Key Policies and Programs: Mass Save

  • Provides energy efficiency and weatherization upgrades to residential and business buildings.
  • Premiere energy efficiency program in the state, supporting over 76,000 jobs.
  • We want Mass Save to be preserved and strengthened with decarbonization additions that will save residents money.

Key Policies and Programs: ACPs

  • Alternative Compliance Payments, or payments made by utilities when they fail to hit renewable goals
  • Funds a variety of programs including many affordable housing decarbonization programs.
  • We want ACP funded programs to be maintained.

  • Gas System Enhancement Program, originally designed to stop leaky methane pipes
  • Has become a boondoggle that allows utilities to make obscene profits off fully repairing replaceable pipes
  • We want GSEP to be phased out.
