BACKGROUND

 

 

The Department, as a member of the Inter-Agency Committee on Anti-Illegal Drugs (ICAD), shall ensure that the anti-illegal drug objectives of the government are achieved. Under the Rehabilitation and Reintegration Cluster of the ICAD, the Department of the Interior and Local Government (DILG) is required to provide updates on the implementation of the Community-Based Drug Rehabilitation Program (CBDRP) to Local Government Units (LGUs).

In 2017, the DILG, through the National Barangay Operations Office (NBOO), monitored the submission of CBDRP quarterly reports by manual encoding through a Google drive linked to the DILG Regional and Provincial Offices. In 2019, the monitoring was endorsed to the Anti-Drug Abuse Council - Project Management Office (ADAC-PMO), now Philippine Anti-Illegal Drug Strategy - Project Management Office (PADS-PMO), the dedicated office in charge of overseeing the overall campaign against illegal drugs.

To ensure the continuous improvement and performance of ADACs in the implementation, monitoring, and evaluation of anti-illegal drug activities, the DILG Bureau of Local Government Supervision (BLGS), through the DILG PADS-PMO, will launch an online reporting system for the quarterly submission of the CBDRP report.

PURPOSE AND COVERAGE

 

 

This Memorandum Circular is issued to provide guidelines on the adoption of the ADAS, developed by the DILG-ISTMS and in coordination with the BLGS through the PADS-PMO, which shall be the official reporting system for the CBDRP

This circular covers all DILG Regional, Provincial, City, and Municipal Officers, and all others concerned.

GENERAL GUIDELINES

 

 

The encoding of data using the ADAS shall begin starting C.Y. 2023, following the prescribed timelines as stipulated in Annex J of DDB Board Regulation No. 7, series of 2019 or “Additional Guidelines and Procedures in Handling Persons Who Use Drugs (PWUDs) PWUDs Who Surrendered to the Authorities.”

  3. Validate, encode, and upload all data from the Reporting Form 1 to the ADAS every 6th day of the ensuing month of every quarter;
  4. The C/MLGOO shall review and validate all encoded data by the LGU Focal Person in the ADAS before submission to the Provincial Office; and
  5. Maintain a copy of all attached Means of Verification (MOVs) consolidated quarterly on each calendar year.

  1. Gather and ensure the consolidation/compilation of the Reporting Form 1;
  2. Ensure completeness of data report and endorse the Reporting Form 1 to the Local Chief Executive (LCE) for signature and issuance of CBDRP Certification;
  3. Validate, encode, and upload all data from the Reporting Form 1 to the ADAS every 10th day of the ensuing month of every quarter;
  4. The CLGOO shall review and validate all encoded data by the LGU Focal Person in the ADAS before submission to the Regional Office; and
  5. Maintain a copy of all attached Means of Verification (MOVs) consolidated quarterly on each calendar year.

  • Provincial LGU Focal Person
  1. Gather and ensure the consolidation/compilation of all required MOVs (Reporting Form 1);
  2. Endorse all gathered MOVs to the LCEs for signature and issuance of CBDRP Certification as to the submitted data;
  3. Validate, encode, and upload all data from Reporting Form 2 to the ADAS every 10th day of the ensuing month of every quarter;
  4. PLGOO shall review and validate all encoded data by the LGU Focal Person in the ADAS before submission to the DILG Regional Office;
  5. Maintain a copy of all attached MOVs consolidated quarterly on each calendar year; and
  6. RF2 shall be submitted to the DILG Regional Office every 10th day of the ensuing month.

  3. Provide training and orientation to LGU Focal Persons in using the ADAS.

  1. Create accounts for RTAs;
  2. Capacitate the RFPs and provide technical support for the roll-out of the ADAS;
  3. Act as the system administrator and consolidate all submitted regional reports; and
  4. Generate national reports and submit them to the office of the BLGS and DDB quarterly via email transmission.

  1. Supervise the DILG PADS-PMO’s Information Systems Analyst Team's development of the ADAS and User's Manual;
  2. Provide a repository for the source code of the ADAS and web hosting server;
  3. Conduct vulnerability testing of the ADAS, and
  4. Supervise the maintenance of the ADAS.
