Nehemiah 2:1-2 In the month of Nisan, in the twentieth year of King Artaxerxes, when wine was before him, I took up the wine and gave it to the king. Now I had not been sad in his presence. And the king said to me, "Why is your face sad, seeing you are not sick? This is nothing but sadness of the heart." Then I was very much afraid. (ESV)

The letter was written in Aramaic and translated. 8 Rehum the commander and Shimshai the scribe wrote a letter against Jerusalem to Artaxerxes the king as follows:

9 「省長利宏、書記伸帥和同黨的底拿人、亞法薩提迦人、他毗拉人、亞法撒人、亞基衛人、巴比倫人、書珊迦人、底亥人、以攔人, 10 和尊大的亞斯那巴所遷移,安置在撒馬利亞城並大河西一帶地方的人等,

9 Rehum the commander, Shimshai the scribe, and the rest of their associates, the judges, the governors, the officials, the Persians, the men of Erech, the Babylonians, the men of Susa, that is, the Elamites, 10 and the rest of the nations whom the great and noble Osnappar deported and settled in the cities of Samaria and in the rest of the province Beyond the River.

11 (This is a copy of the letter that they sent.) “To Artaxerxes the king: Your servants, the men of the province Beyond the River, send greeting. And now 12 be it known to the king that the Jews who came up from you to us have gone to Jerusalem. They are rebuilding that rebellious and wicked city. They are finishing the walls and repairing the foundations.

13 如今王該知道,他們若建造這城,城牆完畢就不再與王進貢、交課、納稅,終久王必受虧損。 14 我們既食御鹽,不忍見王吃虧,因此奏告於王。

13 Now be it known to the king that if this city is rebuilt and the walls finished, they will not pay tribute, custom, or toll, and the royal revenue will be impaired. 14 Now because we eat the salt of the palace[b] and it is not fitting for us to witness the king's dishonor, therefore we send and inform the king,

15 請王考察先王的實錄,必在其上查知這城是反叛的城,於列王和各省有害,自古以來其中常有悖逆的事,因此這城曾被拆毀。 16 我們謹奏王知,這城若再建造,城牆完畢,河西之地王就無份了。」

15 in order that search may be made in the book of the records of your fathers. You will find in the book of the records and learn that this city is a rebellious city, hurtful to kings and provinces, and that sedition was stirred up in it from of old. That was why this city was laid waste. 16 We make known to the king that if this city is rebuilt and its walls finished, you will then have no possession in the province Beyond the River.”

17 The king sent an answer: “To Rehum the commander and Shimshai the scribe and the rest of their associates who live in Samaria and in the rest of the province Beyond the River, greeting. And now 18 the letter that you sent to us has been plainly read before me.

19 我已命人考查,得知此城古來果然背叛列王,其中常有反叛悖逆的事。 20 從前耶路撒冷也有大君王統管河西全地,人就給他們進貢、交課、納稅。

19 And I made a decree, and search has been made, and it has been found that this city from of old has risen against kings, and that rebellion and sedition have been made in it. 20 And mighty kings have been over Jerusalem, who ruled over the whole province Beyond the River, to whom tribute, custom, and toll were paid.

21 現在你們要出告示命這些人停工,使這城不得建造,等我降旨。 22 你們當謹慎,不可遲延,為何容害加重使王受虧損呢?」

21 Therefore make a decree that these men be made to cease, and that this city be not rebuilt, until a decree is made by me. 22 And take care not to be slack in this matter. Why should damage grow to the hurt of the king?”

23 Then, when the copy of King Artaxerxes' letter was read before Rehum and Shimshai the scribe and their associates, they went in haste to the Jews at Jerusalem and by force and power made them cease.

Esther4:15-16 Then Esther told them to reply to Mordecai, 16 “Go, gather all the Jews to be found in Susa, and hold a fast on my behalf, and do not eat or drink for three days, night or day. I and my young women will also fast as you do. Then I will go to the king, though it is against the law, and if I perish, I perish.” (ESV)

Nehemiah2:3-5I said to the king, “Let the king live forever! Why should not my face be sad, when the city, the place of my fathers' graves, lies in ruins, and its gates have been destroyed by fire?” Then the king said to me, “What are you requesting?” So I prayed to the God of heaven.

And I said to the king, “If it pleases the king, and if your servant has found favor in your sight, that you send me to Judah, to the city of my fathers' graves, that I may rebuild it.” (ESV)

7 And I said to the king, “If it pleases the king, let letters be given me to the governors of the province Beyond the River, that they may let me pass through until I come to Judah,

8 and a letter to Asaph, the keeper of the king's forest, that he may give me timber to make beams for the gates of the fortress of the temple, and for the wall of the city, and for the house that I shall occupy.” And the king granted me what I asked, for the good hand of my God was upon me.

2:12 Then I arose in the night, I and a few men with me. And I told no one what my God had put into my heart to do for Jerusalem. There was no animal with me but the one on which I rode.

13 當夜我出了谷門,往野狗井去,到了糞廠門,察看耶路撒冷的城牆,見城牆拆毀,城門被火焚燒。 14 我又往前,到了泉門和王池,但所騎的牲口沒有地方過去。

13 I went out by night by the Valley Gate to the Dragon Spring and to the Dung Gate, and I inspected the walls of Jerusalem that were broken down and its gates that had been destroyed by fire. 14 Then I went on to the Fountain Gate and to the King's Pool, but there was no room for the animal that was under me to pass.

15 於是夜間沿溪而上,察看城牆,又轉身進入谷門,就回來了。 16 我往哪裡去,我做什麼事,官長都不知道,我還沒有告訴猶大平民、祭司、貴胄、官長和其餘做工的人。

15 Then I went up in the night by the valley and inspected the wall, and I turned back and entered by the Valley Gate, and so returned. 16 And the officials did not know where I had gone or what I was doing, and I had not yet told the Jews, the priests, the nobles, the officials, and the rest who were to do the work.

2:19 But when Sanballat the Horonite and Tobiah the Ammonite servant and Geshem the Arab heard of it, they jeered at us and despised us and said, “What is this thing that you are doing? Are you rebelling against the king?”

2:17 Then I said to them, “You see the trouble we are in, how Jerusalem lies in ruins with its gates burned. Come, let us build the wall of Jerusalem, that we may no longer suffer derision.”

18 And I told them of the hand of my God that had been upon me for good, and also of the words that the king had spoken to me. And they said, “Let us rise up and build.” So they strengthened their hands for the good work.
