Goals and priorties:

  • Policies and guidance for the production and use of OERs
  • OERs and their metadata are shared with open licences and, to the greatest extent possible, in accordance with FAIR principles, with the aim of promoting dissemination and reuse
  • Work on OERs at universities to be coordinated
  • Need for and prerequisites for a common platform for collecting and disseminating OERs to be investigated

Goal for HEIs in Sweden:

"To actively work towards creating a culture of sharing regarding educational resources by encouraging and promoting the creation, sharing, and use of open educational resources."

Roadmap - HEIs should:

  1. Begin in 2024 the work to provide relevant support functions, services, and infrastructure regarding OERs, in a resource-efficient manner that can meet the needs of teachers and students.
  2. By 2025 at the latest, develop goals, strategies, and guidelines for OERs.
  3. By 2025 at the latest, start educating and informing on how open licenses can enhance teachers' and students' ability to control and manage copyright protection for educational resources.
  4. By 2025 at the latest, begin providing resources for the creation and sharing of OERs, for example, through teachers’ workload planning or by offering project funding.
  5. By the end of 2026 at the latest, implement an incentive structure that promotes and values work with OERs, for example, in merit assessment.
  6. Actively collaborate with other HEIs and stakeholders, both nationally and internationally, in the work with OERs.
