  • Governing boards shall adopt policies that ensure student access to textbooks and supplemental materials that are needed on the first day of class. Practices that enable first day access to zero-cost resources include, but are not limited to, the following:

    • adapting or adopting open educational resources for some or all textbook and ancillary material, when the option is available and feasible
    • developing and implementing sustainable zero-textbook-cost degrees, consistent with Education Code section 78052

Statewide Low-Cost Course Materials Threshold - $30

  • ASCCC Resolution 03.04 Fall 2021 directed the Academic Senate to work with the Student Senate for California Community Colleges (SSCCC) and the California Community Colleges Chancellor’s Office to recommend a systemwide definition of “low-cost” course materials.�
  • Student Senate Recommendation: The SSCCC recommended the $30 “low-cost” threshold, reflecting students’ lived experience of how instructional material costs affect their academic persistence and success.�
  • Resulting Fall 2022 ASCCC Resolution 17.05 encourages local academic senates to adopt $30 or less as the cost threshold that must not be exceeded for a course to be designated and reported as “low-cost.”

Chancellor’s Office will formally make the “ask” for ongoing ZTC funds

WE NEED YOUR DATA ON TIME! The ZTC Final Report will go live in mid-fall 2026 and be due by January 31, 2027

Reporting data on-time are crucial for the goal of informing the legislature and Dept of Finance regarding the ZTC Program’s accomplishments!

  • Outcome Goals:

    • Establish specific target goals for OER adoption

    • Identify and/or develop OER to enable all Associate Degrees for Transfer (ADTs) to be ZTC pathways via OER

    • Increase the availability of OER for CalGETC areas - with an emphasis on high-enrollment courses and areas with few OER options

    • Review available OER for consistency with Common Course Numbering (CCN) templates and prioritize identification or development of OER for CCN courses

    • Address difficult to convert disciplines/courses with new or updated OER

    • Establish OER review cycle to maintain currency of commonly adopted OER
