Transfer Policy Agreement
This must be agreed to and signed by the student and the parent before the beginning of school. Below is a copy.

INTERDISTRICT TRANSFERS (LOCAL)
Authority The Board authorizes interdistrict transfers only to the extent that excess capacity exists. The Superintendent is authorized to accept or reject any transfer requests. Decisions regarding transfers will
not be based on a student’s race, religion, color, sex, disability, national origin, or ancestral language. However, the Superintendent may consider programming needs in determining whether a student’s individual needs can be met with existing capacity and resources. A transfer may be denied if the District lacks the services,
personnel, or space necessary to meet a student’s individual needs. Nothing in this policy requires the Superintendent to reallocate existing resources or personnel to serve a nonresident student.
Transfer Requests A nonresident student wishing to remain in the District for an upcoming school year must file an application for transfer each school year with the Superintendent by May 1 prior to the school
year for which the transfer is requested. A nonresident student wanting to transfer into the District at any time during the school year or prior to the beginning of the school year shall file an application along with the following documents: current attendance records, discipline records, and up-to-date transcript including most
recent state-mandated assessment scores with the Superintendent. Transfers shall be granted subject to the terms of a transfer agreement.
Factors The District shall limit the acceptance of transfer students. Factors used to review each transfer request shall consist of:
1. Attendance Record: A student shall not be allowed to transfer into the District if the student’s most current school year indicates less than 95 percent attendance.
2. Discipline Record: Acceptance of a transfer request shall be
conditioned on receipt of the discipline record of the student. No student shall be allowed to transfer into the District if the student has incurred a disciplinary alternative education program placement or has been suspended, expelled, or placed in in-school suspension for one or more days during the most
recent school year. Recurring or persistent disciplinary problems may be a sufficient reason for rejection of the transfer request.
3. Academic Performance: A student shall not be allowed to transfer into the District if the student has not performed at or above grade level on the most recent state-mandated assessment and has not satisfied requirements for all academic courses from the previous school year, except in the case of a student eligible for special education services. Such a student’s academic records shall be reviewed, on an individualized basis, against the student’s IEP and other relevant factors.
4. Space Availability: Acceptance of a transfer shall be conditioned on space availability. Transfers may be denied for space availability reasons upon advisement of the building principal and/or school counselor who may create the master schedule.
5. Employment of Additional Personnel: Acceptance of a transfer shall be conditioned upon availability of instructional staff.
Transfer Agreements A transfer student shall be notified in the written transfer agreement
that he or she must follow all rules and regulations of the District. Violation of the terms of the agreement may result in probation, revocation, a transfer request not being approved the following
year, or revoking a transfer student’s enrollment at any time during the instructional calendar.
Probation/Revocation Failure to maintain attendance, conduct, and academic performance standards used to determine admission may result in probationary status or revocation of transfer status at any time during the calendar year.
Transportation All nonresident students admitted under this policy, without regard to eligibility or participation in any special program, shall be responsible for arranging all transportation to the school or, if available, to the nearest established District bus route.
Tuition If the District charges tuition, the amount shall be set by the Board, within statutory limits.
Waivers The Board may waive tuition for a student based on financial hardship upon written application by the student, parent, or guardian. [See FP]
Nonpayment The District may initiate withdrawal of students whose tuition payments are delinquent.
Appeals Any appeals shall be made in accordance with FNG(LOCAL) andGF(LOCAL), as appropriate.
