Vehicle Parking Requirements for St. Louis: Opportunities for the Zoning Upgrade

The City of St. Louis is currently in the process of upgrading the Zoning Code! As part of this process, a new set of development standards will guide rules for specific things, including for vehicle parking requirements on private property. This includes things like the required minimum or maximum number of parking spaces. You can review the other draft development standards here.

A goal of the new Zoning Code is to help implement the goals of the Strategic Land Use Plan (SLUP), which include:

Offering housing options that meet the diverse needs of the community, and supporting residents staying in their neighborhoods through change and growth
Ensuring that all residents have safe and convenient access to core services like food and healthcare and supporting people’s ability to thrive in St. Louis without a car.
Fostering an environment that supports the growth of jobs at a wide variety of future-facing businesses and organizations across the city

The policies that govern parking, including how much, where it is located, and what it is like, can help shape our ability to reach these goals.

This survey is to hear from people across the city with different viewpoints about parking as the planning team considers what policies and standards will help St. Louis meet these goals and move forward into the future. Responses to this survey will be used to understand more about how different groups of residents and visitors see parking, and inform more in-depth discussion and policy recommendations. Feedback from this survey will not be used as a voting mechanism, as the results will not be representative or statistically significant, but instead will help the planning team be more informed about different experiences and preferences. In determining the draft parking recommendations (to be released in early 2027), the team will consider feedback from this survey, as well as feedback from other engagement sources including workshops, balancing that input with how to achieve the goals of the SLUP.
