Dear Community Resident:

Each year, in accordance with the New York City Charter, all 59 NYC Community Boards are required to submit recommendations for NYC’s capital and expense budgets for the upcoming fiscal year.

Community members are invited to participate in the budget process by suggesting a new city service or capital project.

Note: A capital project generally has a value of $35,000 or more and a “useful life” of at least five years. Requests for ongoing programs and regular city services such as street signs, building inspections, parks maintenance, road repair or tree pruning, for example, should be directed to the Community Board office as a routine service delivery request. However, if the suggested budget item is for a new program, service, or capital project, please provide the information requested below. Recommendations will be considered at Community Board 14’s public hearing on community budget recommendations for fiscal year 2025, which will take place on Monday, September 11, 2023 at 6:30 PM, in person at 1625 Ocean Avenue. Meeting updates will be posted on www.cb14brooklyn.com.

Health Care and Human Services - Select up to three

1. Services to reduce homelessness such as rental assistance and housing vouchers

2. Services for individuals experiencing street homelessness

3. Substance misuse prevention and treatment

4. Mental health outreach and services

5. Services for aging adults including casework and services for homebound seniors

6. Services for aging adults including technology programs and services

5. Include Newkirk Plaza in the DOT pedestrian plaza program

6. Provide resources for Business Improvement Districts (BIDs) and merchant associations

7. Review all land use proposals through the lens of the need for open space

8. Review zoning text amendments through a racial impact lens

1. Roadway maintenance and road bridge rehabilitation and trench restoration

2. Traffic calming and safety such as stop signs, traffic lights and speed humps

3. Street parking rules and regulations

4. Repair or upgrade subway stations, including accessibility

5. Improve mass transit rider experience

6. Provide area-wide studies for major thoroughfares

7. Improve street lighting

Parks, Cultural and Other Community Facilities - Select up to three

1. Work with the local descendent community to fully realize an African burial ground memorial at the Church and Bedford Avenues lot.

2. Rehabilitate or enhance parks and playgrounds within CD 14

3. Provide a new or expanded park, playground or tot lot

4. Provide funding or direct services for tree pit maintenance

5. Increase the pruning cycle for city trees and response to emergency pruning requests

6. Invest in capital improvements at libraries including an expansion of Cortelyou Road library and a community garden at the Flatbush branch

7. Extend library hours and support increased programming

8. Increase access to local cultural amenities
