The signatories call on Ukraine's President, Prime Minister and the Cabinet of Ministers, as well as the Kyiv City Mayor and the City Council, while working closely with Ukrainian civil society, to take active responsibility and immediate control over the creation of a Memorial Complex at Babyn Yar in order to avoid manipulations of external actors.
