釋放劉曉波,停止迫害民主人士!
----公民社會對中國政府的嚴正呼籲

2017年6月27日,華人民主書院發起

在6月26日聯合國「支持酷刑受害者國際日」當天,驚聞因參與起草《零八憲章》入獄第九年的劉曉波先生罹癌入院的消息。我們做為共同信仰民主、自由、人權、法治的公民社會成員,對於以「為中國基本人權進行持久而非暴力的奮鬥」獲得2010年諾貝爾和平獎的劉曉波先生的遭遇同感悲憤。對於中國異議人士〈還劉曉波徹底自由〉的緊急呼籲,我們表示支持,願共同向北京政府嚴正要求:無條件釋放劉曉波並恢復其妻劉霞與外界正常聯繫;保障劉曉波自由選擇就醫方式與地點;保障劉曉波獲得親友探視、交流與人道協助的權利;公布劉曉波獄中體檢紀錄,徹查病因,追究相關人員延誤治療責任。

同時,我們必須強調,對劉曉波夫妻的殘酷待遇並非個案,而是中國當局鎮壓異議的常見手段。自習近平2013年掌權以來,這種手段更已成為普遍模式,而且變本加厲。近年來陸續發生多起良心犯遭拘押死亡案件,包括民運人士李旺陽(2012)、人權捍衛者曹順利(2014)、西藏高僧丹增德勒仁波切(2015)、民運人士彭明(2016)等等。他們的死因無法得到公正調查,也沒有官員受到問責。

中國當局種種壓制異議的做法,不僅違反國際公認標準,也違反中國本國法律。「709案」人權律師王全章長達兩年無法會見家屬、律師,多位律師均透露拘押期間遭受刑求甚至強迫服藥。中國政府對公民社會的打壓更已跨出國界,例如台灣社區大學工作人員李明哲被捕已逾三個月,至今下落不明,北京應採具體措施保障其基本權利。

做為公民社會一員,我們嚴正呼籲中國政府:
還劉曉波夫婦真正自由!
停止迫害民主維權人士!

China: Free Liu Xiaobo, Stop Oppressing Activists
---- A solemn appeal by the civil society to the PRC government.

(Initiated by the New School for Democracy, started on June 27, 2017)

On June 26, the UN International Day in Support of Victims of Torture, we were shockingly learned that Liu Xiaobo, imprisoned for the ninth year after co-drafting the manifesto Charter 08, has been diagnosed with advanced liver cancer and transferred to a hospital. As a member of the civil society that believes in democracy, freedom, human rights, and the rule of law, we feel deeply outraged by the abuses on Mr. Liu who was awarded the 2010 Nobel Peace Prize in recognition of his “long and non-violent struggle for fundamental human rights in China.” We fully support the urgent appeal made by Chinese dissidents, "Returning Liu Xiaobo Complete Freedom," which demands to the Chinese government:
- Release Liu Xiaobo from imprisonment unconditionally and allow his wife Liu Xia to resume contact with the world.
- Guarantee Liu Xiaobo the freedom of movement and access to medical care of his choice.
- Guarantee Liu Xiaobo the right to visitation by family and friends and receive humanitarian aid.
- Disclose Liu Xiaobo’s medical records during imprisonment, investigate the cause of his illness, and hold accountable persons who delayed medical attention for him that led to the deterioration of his health.

The cruelty Liu Xiaobo and his wife Liu Xia have endured is not an exception but the normal practice of Chinese government to crackdown dissidents. Since President Xi Jinping coming to power in 2013, these tactics have become a pervasive pattern. In the recent years, we have seen multiple cases of death in custody, including democratic activist Li Wangyang (2012), rights activist Cao Shunli (2014), revered Tibetan lama Tenzin Delek Rinpoche (2015), and democratic activist Peng Ming (2016). Independent investigations denied, no one was held responsible for their deaths.

Beijing’s oppression of dissidents violates not only international standards but also China’s own laws. As for the 709 Crackdown in 2015, the detained rights lawyer Wang Quanzhang has been denied access to his family and legal counsel for nearly two years. Several lawyers revealed torture, including forced medication, after they were released. Furthermore, Chinese attacks on civil society have extended beyond its sovereignty and citizenship. For instance, Taiwanese national Li Ming-Che, a community college staff, has been detained incommunicado over three months. Beijing is responsible for guaranteeing his and others’ basic rights.

As a member of the civil society, we solemnly call on the Chinese government to:
Return to Liu Xiaobo and Liu Xia genuine freedom!
Stop oppressing all democratic and rights activists!
