Ji bo gelê me ya Sûrî, li welat û derveyî cîhanê

Daxistina hêzê desthilatdar a Esedê di Kanûna 2024an de hêviyek çêkir ji bo Sûriyeke ronahî û azad. Lê belê, bi desthilatê nû yê ku bi rêveberiya Ehmed Şera û endamên Heyeta Azadîya Şamê hate avakirin, nişanên xeter û giranbûna rewşê li erdê zêde bûn. Sûriyê me ya dîmokratîk

Wekî ku li sala 1925an, gelê Sûrî bi serokiya Sultana El-Etrîş û Fevzi El-Qawuqcî yekbûn da ku li dijî desthilatê xweparastinê şer bikin, em jî îmkanê heye ku bi yekbûnê Sûriyeke azad û dadperwer biafirînin. Sûriyeke azad û dadperwer

Em dixwazin ku hemû qirkirinên mafên mirovî yên berê û niha bi dadê hesibandin. Em dixwazin ku dadê rastîn û şafaf bibe, ku hemû kes bêgune heye heta ku têne nasîn.

To our Syrian people, whether at home or across the world:

The fall of the despotic Assad regime in December 2024 raised hopes for a brighter future in Syria. However, as Syrians, we have become increasingly alarmed about the situation on the ground, and with the new government that Ahmad al-Shar'aa and others from Hay'at Tahrir al-Sham (HTS) assembled. Massacres in March against Alawite populations in coastal areas killed over 1000 Syrians; although actions of troops of the temporary authorities began in response to attacks on security forces, they quickly devolved into identity-based killings of civilians in their homes. Attacks against Druze populations in April, May, and July killed hundreds more. June saw the suicide bombing of Mar Elyas Church in Damascus in a context of government marginalization and tokenization of Christian Syrians. Armed groups affiliated with the central authorities in Damascus committed massive violations against Suwayda’s civilians, resulting in more than 1500 deaths. July’s bloody military campaign against Suwayda was designed to centralize power in the hands of the new ruling authorities, eliminating all Druze political actors not submitting to its rule, while promoting Druze actors with low influence ready to act for the government’s interests. Syrian forces allied with Turkey have repeatedly attacked Kurdish communities in the North. Rape and sexual trafficking of women have been weaponized for sectarian violence, especially in the coastal region and Suwayda. This is compounded by a lack of inclusive, democratic political transition and a failure to improve the population’s economic hardship. 

New ruling authorities led by Hay’at Tahrir al-Sham (HTS) have implemented a strategy based on garnering international recognition, rooting Syria in a U.S-led alliance; this raises concerns among activists about normalization with the settler-colonial, genocidal state of Israel. HTS-led ruling authorities dominate state institutions, the army, and social actors without transparency or accountability. Finally, the new de facto authorities use sectarianism as a tool of division and control over the population. 

In this context, we appeal to those who oppose all forms of sectarianism and promote a Syria with democratic and economic rights, equal and dignified lives, and solidarity with regional popular classes and oppressed communities. 

Our Democratic Syria

Just as all the beautiful people of Syria came together in 1925 led by Sultan al-Atrash and Fawzi al-Qawuqji to defend the independence of Syria, we urge all Syrians to unite for the future. There is imminent danger of either a new authoritarianism or a Syria divided into warring regions–none able to keep its citizens safe. Instead, Syrians can change the path of authoritarian violence to build a just, free, democratic Syria with equal rights for all. 

We condemn the coastal and Suwayda massacres, in which many new ruling elites were complicit, although the government claims otherwise. We reject the position of several Druze leaders who praised the Israeli criminal regime and think they can promote a safe future for Sweida's population with the support of the Apartheid and racist state of Israel. We reject the rehabilitation of Assad regime financiers; Israel’s military attacks and occupation of new territories; Turkey’s and Gulf countries’ interference; Iran’s manipulation; and Western political coercion. These actors undermine the emergence of democracy in Syria. 

We demand that the transitional administration disarm and discharge those of its leadership and troops who perpetrated sectarian massacres, and put them on trial for their crimes. In a future democratic Syria, the army should be well-disciplined and inclusive, capable of protecting Syrian territorial sovereignty and all Syrians equally. 

We appeal to our Syrian siblings, on every side, to reject vengeance, to oppose sectarian rhetoric, to stand with suffering populations under siege in Suwayda, and to reject military alliances with other states against the Syrian people. 

We urge every single group in Syria, and the temporary administration, to reject hatemongering and incitements to violence in any form, including gendered violence, and to work for civil conciliation among all components of Syria. Let no Syrian shed Syrian blood. الدم السوري على السوري حرام 

We remind our fellow Syrians that our struggle against Assad was not sectarian. Our struggle was a people’s fight against oppression committed by the Assad mafia against all components of Syria. 

We reject the rewriting of our revolution by those who would portray it as a Sunni uprising against an Alawite regime. Syrians from all components of Syria, from Hasakah to Suwayda, from Salamiya to Daraa, from Latakia to Idlib, from Raqqa to the Golan, suffered under the previous regime and sacrificed for the revolution. 

The notion that “democracy means majority rule” is false and dangerous. Majority rule alone, without safeguards of equal rights for all Syrians, can also produce dictatorship and genocide. Rather, democracy is when the entire population participates freely and equally in decisions regarding collective affairs, from the political to the socio-economic sphere.

A democratic Syria must protect dignity and equality for every Syrian, from every region, gender, religion, sect, ethnicity, origin, ideological bent, and political opinion. Syria’s diversity is its strength. سوريا لكل السوريين، Syria is for all Syrians.

A free and just Syria requires support for Kurdish self-determination, full equal rights of Kurdish Syrians with Arab Syrians, including recognition of Kurdish national rights and the Kurdish language in Syria. 

A free and just Syria requires equal rights of citizenship for Syrian women, and their full access to participation and leadership, politically, socially, economically, and culturally—so that the rights and opportunities of all citizens equally have no limitations based on gender.  

A free and democratic Syria requires transitioning to a government that is inclusive and accountable to its people, with checks on the power of each part of it, including the chief executive. 

A free and just Syria demands full accountability for human rights abuses—past and present—investigation and closure for families of the disappeared, no new extrajudicial detentions, torture, imprisonment, or executions, and a fair, transparent, judiciary. Transformative justice must recover state assets and hold accountable those responsible for serious financial crimes at the expense of the popular class.

Collective punishment and guilt by association were tactics of the fallen regime; they have no place in a free and democratic Syria. Every human is innocent until proven guilty. Those with blood on their hands must face courts of law, not vigilantism. 

An equitable and prosperous Syrian economy requires honesty, transparency, and redistributive justice. We must guard against new forms of corruption that would allow new elites to monopolize national wealth.

We warn against a reconstructed Syria in which oligarchs rule Syria; reconstruction requires transparency and defending human rights and the environment. The Syrian Revolution challenged economic inequality. We call for social justice-oriented, participatory approaches to rebuilding Syria and its economy. We refuse a return to the Assad regime’s unrestrained crony neoliberalism. We reject a reconstruction agenda dictated by the World Bank, Western powers, Turkey, Russia, China, and the Gulf Arab states. 

An equitable Syrian economy requires transitioning to a government that can provide social benefits to all Syrians, promoting redistribution of wealth to the working classes, rather than an economy in which ruling elites hoard the country’s wealth. We affirm that electricity, food, housing, and healthcare are inalienable rights and the government must make them affordable.

A better future requires a Syria that can keep its sovereign territory safe from aggression by foreign states, and be an ally in the struggles for justice throughout the region and beyond.  We demand that foreign countries, including Israel, Russia, Turkey, and the United States, remove their military forces from Syria and stop interfering in Syrian politics. These imperial countries have no interest, as they sometimes claim, in furthering democracy, national sovereignty, and social justice in Syria. Their goals in Syria represent the opposite: economic looting and geopolitical domination.

A better future requires a Syria that stands against genocide, a Syria that cannot normalize with an apartheid Zionist occupation attempting to eradicate our sibling Palestinian people. Our Syrian struggle is one with the struggle of Palestinians. We affirm our solidarity for the full liberation of Golan from Israeli occupation. 

We call on all Syrians to come together to build the free, just, democratic Syria that all the Syrian people deserve.
