We, the undersigned, are concerned citizens who believe in transparency, accountability, and public engagement in the decision-making process.
Recent proposals have been made to rename Sandton Drive to Leila Khaled Drive. While we recognize the importance of honouring historical figures, we are committed to ensuring the renaming process is conducted fairly and democratically.
Concerns have emerged regarding Councillor Kabelo Gwamanda, arrested on fraud charges, and his involvement in the renaming process. It has been reported that city funds were used for meetings with a single interest group, raising concerns about the integrity of public engagement. This selective approach has sparked suspicions of fraudulent submissions and imbalanced representation of public opinion.
On October 15, Councillor Gwamanda stated, “Public participation is for measuring the impact that it has on society, but the city has, ultimately, decided on the renaming.” He added, “Public participation is a mandatory process, but it would have been a decision that has already been taken.” These statements suggest the renaming decision was predetermined, undermining the public participation process.
Additionally, the City of Johannesburg failed to comply with its renaming policy, which requires:
1. places should not be named after living individuals;
2. names should not be discriminatory;
3. must reflect the nature of the area; and
4. public consultation must be fair, transparent, and comprehensive, involving all stakeholders.
The lack of broad public meetings, aside from a closed engagement with one interest group, further violates these principles.
In light of these serious concerns, we respectfully request an independent audit of all public submissions regarding the renaming proposal. The audit should ensure that:
1. All submissions are legitimate and fairly considered.
2. The process was transparent, unbiased, and reflective of diverse stakeholders.
3. Public opinion, especially from those directly affected, is accurately represented.
4. The process adhered to the City of Johannesburg’s renaming policy, ensuring compliance with established guidelines.
Given the involvement of a councillor facing fraud charges, selective engagement, and potential pre-decisions, we believe an independent audit is crucial to uphold the integrity of the process and prevent fraudulent or biased outcomes.
We urge the responsible authorities to ensure fairness and transparency in this significant matter through an independent audit.
