What would it take for 100% of our students to be reading at grade level by grade 3?

The goal of House Bill 3198 is to provide districts with resources to improve our outcomes with third grade reading. This will bring an investment of approximately $464,000 to our district. The Early Literacy Success Initiative Committee has been working to brainstorm potential investments that MSD could participate in to improve third grade reading scores. Please provide your feedback on the top potential investments below.

1. Science of Reading PD for K-2 & SPED Licensed Staff
Primary teachers and special education educators are on the front lines of literacy development. For this reason it is important to provide the latest research in the science of reading professional development for all K-2 and LRC teachers, to support them with the background knowledge needed to support strong literacy instruction.

With this investment, professional development would take place during the school day for two half-day sessions per year. The PD would be facilitated by LETRS trained staff (e.g. teaching and learning TOSAs and/or reading specialists). Materials could be district created or using an identified resource such as Eastern Oregon University modules.

2. Science of Reading PD for Classified Staff
Classified staff are essential for reading intervention. For this reason, they need professional development to understand the tenants of science of reading, using intervention materials, and strategies to  support strong literacy instruction.

With this investment, the district would be able to provide district trainers (LETRS trained staff) to do three, 2 hour trainings in each elementary building for classified staff who support reading. This would take place during the school day (example 8-10 AM or 12-2 PM) to ensure attendance.

3.Professional Development: Instructional Coaching and Peer Observation
Educators learn best from watching and learning from each other. With this investment reading specialists and instructional coaches will provide peer observation to support implementation. In addition, educators will intentionally visit classrooms at other buildings within our district in order to see reading strategies and/or practices are being taught with a reflective lens. This allows teachers to learn from their peers and receive feedback to strengthen practices.

With this investment, K-2 teachers would visit classrooms in other buildings where strong examples of literacy is being taught. The field trips would be hosted by MSD TOSAs where a vision would be set, questions would be posed and a reflection/planning time would be provided.

4. Data Review Days
To improve reading outcomes, teams need to make the data actionable. In order to do this more effectively, time is needed to allow building teams to look at student outcomes after Quarters 1, 2, and 3 in order to decide what the best instructional and structural paths are needed to move students forward. These days would allow for classroom teachers, reading teachers, and leadership to collaborate and make plans for students.

With this investment, each building would have 3 days throughout the year where a sub is provided for the reading teacher and a roving sub is provided for classroom teachers. A schedule would be created where the reading teacher, classroom teacher, and leadership would be able to look at data and make instructional decisions based on the data.

5. Literacy Nights for Families
Family partnerships help to support literacy. Helping families to understand how they can support foundational skills will happen in these literacy nights. In addition they will promote positive relationships between families and teachers, modeling appropriate early literacy activities, and providing families with information and tools to help them work on literacy at home with their child.

With this investment, there would be funding for two Literacy Nights for Families at each elementary building. This would include funding for staffing as well as supplies, books and other take home materials.

6. Additional Classified Hours
Classified staff are essential for reading intervention. Small group intervention with high quality materials is needed for students who are reading below grade level. Research supports group size of 3-5 which requires additional adult support.

With this investment, the district would be able to provide building teams with two more hours of classified staff time in order to provide literacy intervention. Classified staff will be trained using the classified training plan listed in previous investment.

7. High Dose Tutoring
High dose tutoring meets students exactly where they are to fill in the gaps that they have. It is able to adapt exactly as students need it to move faster or slower at a given time. Students are able to continue to see grade level material in class and additionally be able to review the areas where they have gaps.

With this investment, students meet in small groups, no larger than 1:3 with a tutor (could be a staff member) that is highly qualified. These groups meet at least 2 times per week for 30 minute sessions and the groups last about 15 weeks. The instruction includes evidence based practices and uses data to inform instruction continuously.

8. Summer Literacy Programming
Summer learning loss can result in a student’s achievement scores declining by over a months worth of school-year learning. Engaging students in learning over the summer months can decrease this loss and allow students to grow academically.

With this investment, the district would be able to provide summer literacy programs for 8 days that are 5.5 hours long with a total of 30 teachers across the district. This would serve approximately 80-100 students at each elementary building.

9. After School Intervention
Regular participation in afterschool intervention programs can narrow the achievement gap and allow students to access interventions and additional instruction that can’t happen during the regular school day.

With this investment, select students would be invited to attend after school intervention based on the needs that they have. Students would receive targeted intervention in small groups to fulfill their individual needs.

10. Additional Materials for Intervention
Access to high-quality instructional materials is critical to excellent instruction. High-quality materials give educators within a school and across a system a common foundation to provide effective and efficient intervention for Tier 2 and Tier 3 supports.

With this investment, committee of educators will research and determine the needs that the district has for additional common assessments or intervention resources. The purchase of these materials will occur based on committee decisions.

11. Kindergarten Transition Camp
Kindergarten readiness is essential for starting students off on the right foot in their educational career. The transition to kindergarten can be overwhelming for many students and families and this camp will not only allow staff to get to know families but it allows students to become familiar with the school environment and lower anxiety about starting school.

With this investment, all incoming kindergarteners will be invited to come to Kinder Transition Camp before school starts. Students will get to meet staff, learn the layout of the building before other students arrive, and participate in activities where friends will be made and a sense of community will be established.
