To Everything There is a Season Deborah C. Offer Bulgin Memorial Scholarship Application
The Deborah C. Offer Bulgin Memorial Scholarship was established in 2014 as a memorial for Deborah Christine Offer Bulgin, a studious and virtuous woman who lost her life to stage four stomach cancer in 2010. Deborah was an individual of extraordinary vision, talent, presence, and accomplishment. A born leader, Deborah worked in the church, educational endeavors, local and civic organizations with a view toward making situations better than she found them.

The second child of Lawrence and the late Alverta Offer, Deborah was born October 4, 1956, in Churchton, Maryland, where she attended Anne Arundel County Public Schools. Graduating with honors from Sojourner Douglass College and Bowie State University, Deborah obtained a Bachelors of Arts and a Masters of Arts Degree in Business Administration. Deborah was unfailing in advocating a strong educational background. Deborah’s emphasis on education provides the basis for the establishment of this foundation in her memory. The Deborah C. Offer Bulgin Memorial Foundation, Inc. serves the community, provides charitable contributions, supports, resources, and awards in the name of Deborah C. Offer Bulgin to lead others to their dream and visions.

Her life and legacy will continue to live on by serving and honoring people in her name to impact lives, make a difference, change the community and the world.

The Deborah C. Offer Bulgin Memorial Scholarship will award a scholarship to a deserving student who meets the outlined qualifications. The application is due by August 1, 2019. The scholarship recipient will be named on October 12, 2019, at The Deborah C. Offer Bulgin 5th Annual Women of Virtue Walking in Excellence Black Tie Gala, which will be held at Double Tree Hilton 210 Holiday Court, Annapolis, MD 21401, 6:00 p.m.-10:00 p.m. Purchase tickets at www.2eseasons.com.

Applicants must:
• Be admitted, enrolled, and in good standing with an accredited college institution.
• Demonstrate a commitment to leadership and community service.
• Demonstrate their capacity to achieve educational and professional goals, as well as the initiative to seek opportunities that will further their educational and professional success.

To apply for the scholarship:
• Complete the electronic Application Form in its entirety.
• Submit an Essay. The Essay must be between 500-750 words, formatted using Microsoft Word, 12pt font, double space, with a cover page. The cover page should include the title of the essay, name of the student, telephone number, and email address. The essay must focus on your collaborative leadership, hardworking excellence, and commitment to community service. Essays should be addressed to, To Everything There is a Season Deborah C. • Obtain two (2) Letters of Recommendation, specifically speaking to your collaborative leadership, hardworking excellence, and commitment to community service. Award Amounts:
• The amount and number of the scholarship award(s) will be determined by To Everything There is a Season Deborah C. Offer Bulgin Memorial Scholarship Committee.

Award Policies:
• To Everything There is a Season Deborah C. Offer Bulgin Memorial Scholarship Committee will make recommendations for appropriate scholarship recipients.
• Scholarship recipients are required to confirm acceptance of the scholarship and good standing attendance in an accredited college institution via an Acceptance Letter provided by To Everything There is a Season Deborah C. Offer Bulgin Memorial Scholarship. If a recipient’s situation changes so that he/she is no longer qualified to accept the scholarship, the scholarship support will terminate.
• Scholarships will be credited to the recipient’s tuition account upon receipt of confirmation of acceptance of the scholarship and good standing attendance in an accredited college institution via an Acceptance Letter.
• Scholarship recipients will be recognized at The Deborah C. Offer Bulgin Women of Virtue Walking in Excellence Black Tie Gala, October 12, 2019, 6:00 p.m.-10:00 p.m. The Double Tree Hilton 210 Holiday Court Annapolis, MD 21401.
